The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment and provides technical assistance in social sectors such as education, health and affordable housing, while focusing on the needs of vulnerable people, as well as on the social dimensions of climate change and the environment.

The CEB's Office of Independent Evaluation (hereafter "IEV" or "the Office") carries out independent evaluations of selected CEB operations, initiatives and instruments with a view to assessing their performance in achieving results aligned with the Bank's social development mandate. It focuses on disseminating evidence-based knowledge aimed at improving the Bank's activities and informing its decision-makers and stakeholders. By doing so, IEV contributes to the accountability and learning needs of the CEB.

The Office of Independent Evaluation (IEV) is seeking an Evaluation Technical Officer to provide technical support and contribute to the Office's knowledge production and sharing, running of evaluations, and administrative matters and procedures. The incumbent's responsibilities will mainly relate to the following three core areas: (i) enhancing the quality of key IEV written outputs; (ii) handling of IEV budgetary, contractual and administrative matters in accordance with CEB/IEV processes, procedures and guidelines; (iii) contribution to IEV's knowledge management, communication and outreach activities. He/she will report to the Chief Evaluator, Head of IEV.

KEY RESPONSIBILITIES

1) Enhancing the quality of IEV outputs for internal and external dissemination

Drawing upon strong writing and editing skills coupled with a sound understanding of sustainable development issues and a strong interest in and familiarity with international evaluation principles and practices, the Evaluation Technical Officer :

  • contributes to the preparation, structuring, review and enhancement of IEV's key written outputs (reports and presentations) related to the full range of the Office's activities, i.e. core evaluation work, institutional processes and policies and knowledge management;

  • drafts, proofreads and formats IEV documents as required for internal and external communication.

2) Handling of IEV budgetary, contractual and administrative matters in accordance with CEB/IEV processes, procedures and guidelines

Under the guidance of the Head of IEV, the Evaluation Technical Officer

  • monitors IEV's budget and expenditures (consultants/missions/external relations/professional associations/purchase of publications) including preparation of budget requests and closure;
  • supports the recruitment and contracting of consultants in line with CEB/IEV processes and procedures, in close collaboration with the Evaluators, interfacing as required with the consultants and the CEB's legal, accounting and procurement units on contractual, invoicing and payment related matters;
  • contributes to the preparation of missions and to the smooth running of evaluations;
  • monitors and updates as required IEV's internal processes and procedures in order to ensure their relevance, efficiency and compliance with the Bank's Evaluation Policy and Evaluation Guidebook;
  • contributes to reviewing and updating IEV's operational risks' framework and to the management of operational risks; supports IEV in responding to requests related to operational risks and internal auditing.

3) Supporting IEV's knowledge management, communication and outreach activities

In view of IEV's role as a repository and disseminator of evaluation knowledge and good practices, the Evaluation Technical Officer shall inter alia contribute to:

  • developing, managing and enhancing the content and presentation of the Independent Evaluation sections of the Bank's website and intranet;
  • ensuring that all necessary IEV documents are duly filed and archived in a user-friendly accessible way in the Bank's relevant IT systems;

  • organising, in collaboration with other IEV staff, internal and external knowledge sharing events (logistics, presentations, communication leaflets, etc.);

  • preparing and disseminating evaluation knowledge on the CEB's social media/networks;
  • supporting IEV's participation in and contribution to peer institutions' evaluation networks, events and working groups and to relevant evaluation associations.

PROFILE

Academic background:

  • Advanced university degree in a relevant academic field, such as human and social sciences, public or business administration, obtained from an accredited higher education institution.

Professional background and skills:

  • Provenrelevant and successful experience in charge of similar activities, preferably in an international organisation or a multilateral development bank;
  • Strong interest in and good understanding of social and sustainable development issues, public policy and the CEB's specific mandate and mission;
  • Good knowledge of development evaluation principles and objectives;
  • Care for quality, continuous improvement, efficiency and accuracy, attention to details;
  • Strong writing and editing skills; Proven ability to produce and edit high-quality written materials in English within an institutional or academic setting will be considered a strong asset.
  • Demonstrated experience in preparing, reviewing, and editing analytical or technical documents for publication or dissemination in English;
  • Effective communication and listening skills;
  • Problem-solving and judgement skills, ability to find/propose solutions;
  • Proficiency in the use of office management software, capacity to adopt innovative IT tools, notably for presentations' and publications' layout and illustrations;
  • Ability to work proactively, both autonomously and as part of a team;
  • Strong sense of diplomacy, discretion and confidentiality;
  • Flexibility and good interpersonal skills.

Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

EMPLOYMENT CONDITIONS

1) Initial 4-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years and of conversion into an indefinite-term contract.

2) Grade and salary:

  • B5-B6
  • Depending on level of experience, monthly salary range starts between EUR and EUR, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.

  • Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* based on family / personal situation, and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
