Overall Purpose of The Job

  • In support of our client based in France, the incumbent in this role must have the ability to communicate in both French and English.
  • Act as a HSSEQ resource to the Fleet.
  • To ensure the safe operation of assigned fleet/vessels, and to provide an effective link between the Fleet Cell and those on board.
  • To verify and monitor all HSEQ activities in the operation of the Fleet and to ensure that adequate resources and shore-based support is applied as required.

Key Responsibilities And Tasks
Risk Management

  • Collaborate with the assigned Fleet Superintendent to control and monitor the risk for assigned vessels and to act as a member of the risk assessment team for shipboard procedures and operations when called upon to do so.
  • Investigate any accidents, incidents, near misses and unsafe observations on-board fleet vessels and make recommendations to prevent a recurrence. Ensure pro-active follow-up on corrective actions with vessels as required.
  • Share any safe / best practices on-board fleet vessels are recognized and shared.
  • Act as a member of the Emergency Response Team during an emergency.

Compliance

  • Act as Company Security Officer (CSO) and plan internal ISPS audits for designated fleet/vessels within the required timescales.
  • Collaborating with the shipboard team and the Fleet Superintendent, prepare vessels for inspection/audit by PSC, Flag, Oil Major and similar bodies as a shared responsibility.
  • Arrange third party inspections such as Oil Major, CDI and flag state inspections and co-ordinate response.
  • Plan and control internal audits for assigned vessels, utilizing Group resources as appropriate
  • Plan and control external audits for assigned vessels by the auditing authority
  • Maintain navigational standards by regular review of navigational practices, procedures, and any improvements required for assigned vessels. Ensure all vessels have an annual sailing navigation audit, or equivalent Remote VDR audit.
  • Monitor shipboard drug and alcohol testing.
  • Act as Deputy DPA when required, and to assist and support the DPA to monitor as a minimum the following for his or her assigned vessels:
  • Communication and implementation of the safety and environmental protection policy;
  • Evaluation and review of the effectiveness of the safety management system;
  • Reporting and analysis of non-conformities, accidents and hazardous occurrences;
  • Maintain ISM certification and organising and monitoring of internal audits;
  • Appropriate revisions to the SMS; and Ensuring that adequate resources and shore based support is provided.

Operational Management

  • Prepare 'visitation plans' to gain thorough familiarization of assigned vessels, safety equipment, challenges and safety culture onboard. Following inspection, issue safety inspection reports to the company standard along with remedial actions required.
  • Co-ordinate the provision of specialist advice on all marine and operational matters, actively promoting and supporting the development of effective professional working partnerships between Senior Officers onboard vessels and the ship management team ashore.
  • Handle/liaise with the Master on P&I and Insurance claims, when required
  • Evaluate vessel requirements with regard to mooring ropes, marine and safety equipment.

Client Relationship & Performance Management

  • Provide timely and accurate information to Clients on all marine and operational matters, ensuring HSEQ input to client reports.
  • Participate in the weekly Customer Temperature Dashboard review meetings, collaborating with the shore team to formulate robust action plans to drive improvement in performance of office and customer KPIs. Collect HSEQ statistical data of the fleet to support the CTD and Management Review processes.

People Management

  • Authorise selection process of Senior Officers for assigned Vessels.
  • Brief Senior Officers during office visits on VMS, fleet requirements, vessel work plan etc. Ensure they have an understanding of the V.Ships values and are clear about the standards of performance expected and support available from the team ashore.
  • Build and maintain a professional and effective working relationship with senior ship staff to influence the development of a strong safety culture.
  • Conduct Senior Officer Performance Appraisals in accordance with VMS procedures and as play an active role in their personal development.

Essential

  • Must have excellent French and English communication skills; both oral and written.
  • Minimum qualification of Class 2 (1st Mate) certificate of competency and seagoing experience as a Chief Officer pursuant to the International Convention on Standards of Training, Certification and Watch- keeping for Seafarers (STCW), 1978, as amended, with less than three years' experience as a senior shipboard officer and five years of relevant ship type experience,

or

  • Other formal education combined with not less than three years practical senior level experience in ship management operations in a shipping company with relevant ship type experience,

or

  • Qualifications from a tertiary institution recognized by the Administration or by the recognised organisation, within a relevant field of management, engineering or physical science with not less than three years practical senior level experience in ship management operations in a shipping company with relevant ship type experience.
