INTRODUCTION OF POST

The INTERPOL Counter-Terrorism (CT) Directorate's Programme Development (PGD) Unit ensures that CT projects and programmes are developed in a coherent, coordination and strategic manner. The Unit plays a central role in programme design, resource mobilization and oversight – ensuring alignment with INTERPOL's global security priorities and emerging threats. 

As the central coordination body for project development in CT, the unit facilitates implementation by supporting project approvals, compliance, and project modifications, and by maintaining a repository of current and past projects. This repository serves as a reference point for institutional knowledge, informed decision-making, and improved transparency.

The unit also drives impact assessment and continuous improvement by integrating lessons learned, stakeholder feedback, and standardized tools to streamline processes and enhance effectiveness. Through these efforts, the PGD Unit ensure that INTERPOL's counter-terrorism programmes remains agile, results-driven, and responsive to global law enforcement needs.

Under the supervision of the Programme Manager heading the PGD Unit within the CT Capabilities Sub-Directorate, the Project Portfolio Officer is responsible for supporting the design, planning, development and validation of assigned projects.

PRINCIPAL DUTIES

The incumbent is responsible for all or some of the following duties:

Project and Programme Development  

  • Identify, formulate, and develop concept notes and project proposals that address counter-terrorism priorities and evolving threats, in compliance with INTERPOL's project management police, guidelines, tools and processes.
  • Collaborate with business units and stakeholders to produce relevant concept notes and project proposals, including detailed budget and resource estimates, and support integration in INTERPOL project management platform.
  • Design and support cross-cutting initiatives by consolidating business requirements to maximize strategic and operational impact.
  • Maintain up-to-date knowledge of the global counter-terrorism threat landscape and relevant policy developments.
  • Map and monitor counter-terrorism programming by key international and regional actors to support partnership development and strategic alignment.
  • Maintain and update the repository of current and past projects to support institutional knowledge and inform future project design.

Programme and Project lifecycle support

  • Support the relevant teams in drafting the project management products in consultation with the Programme Manager and relevant CT units, including logical frameworks, risk registers, and budgets, and in line with INTERPOL's Project Management policies and guidelines.
  • Undertake quality assurance of project documents and reports to ensure compliance with organizational policies and donor requirements; identify risks or issues and recommend corrective measures.
  • Facilitate coordination within the directorate by liaising with unit counterparts and focal points and monitor follow-up actions.
  • Prepare for and support the quarterly CT Project Steering Committee meetings, including drafting agendas, coordinating participants, and documenting outcomes.

Project management community

  • Assist in planning and facilitating workshops and meetings, including preparing background materials, agendas, and handouts; document and circulate summaries and minutes.
  • Deliver presentations on relevant project portfolio-related topics and activities.
  • Promote best practice exchange among CT project managers and across the organization's project management functions.
  • Collaborate effectively with internal and external project partners within a matrix organizational structure.
  • Represent and promote CT projects externally, fostering collaboration with stakeholders.

 Perform any other duties as required by the hierarchy.

QUALIFICATIONS, COMPETENCIES AND SKILLS

 Education and qualification required

  • Three-to-four years' education at an accredited University or other specialized higher education establishment in international relations, social sciences, business administration and/or security-related field.
  • Certification in the field of project management, project monitoring, and/or evaluation (e.g. ITC-ILO, PMP, PRINCE 2, PCMi, RedR UK, ELD… ) would be an asset.
  • Knowledge of project management tools, software and technologies would be an asset.

Experience required

  • A minimum of 3 years of progressively relevant experience in the field of project development, project portfolio management, or related area is required. A minimum of 10 years' relevant experience is required if the post holder does not have the required level of education or certification.
  • Experience with law enforcement agencies and/or working in the field of counter-terrorism will be considered as an asset.
  • Experience working in an international or multicultural environment would be an asset.

Languages

  • Proficiency in English (written and oral).
  • Working knowledge of any of the other official languages of the Organization (Arabic, French or Spanish) will be considered an asset.

Abilities required

  • Proficiency in using IT applications and project management software tools.
  • Strong communication skills to ensure timely and accurate information flow to project teams, senior management, and stakeholders regarding objectives, progress, changes, organizational standards and beneficiary needs.
  • Skilled in gathering and providing constructive feedback to maintain a comprehensive understanding of the portfolio and its environment, enabling effective programme status reviews.
  • Effective problem-solving abilities to identify issues promptly, analyze root causes, and develop practical solutions.
  • Proactive, self-motivated, methodical, and able to work independently or collaboratively while meeting deadlines.  
  • Confident and clear oral presentation skills to engage team members, management and external stakeholders.
  • Ability to build, cultivate and maintain professional networks.

  • Competent in conflict management and negotiation to facilitate consensus and resolve disagreements.
