The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment and provides technical assistance in social sectors such as education, health and affordable housing, while focusing on the needs of vulnerable people, as well as on the social dimensions of climate change and the environment.

TAM supports the fulfilment of the CEB's social development mandate by seeking to strengthen the quality, scale-up the benefits, mainstream climate change and environmental sustainability considerations, improve the management of relevant risks and enhance the reporting transparency as regards the Bank's lending activities. TAM further seeks to enhance the quality and impact of Bank-financed operations by advising beneficiaries on project preparation and implementation. It comprises the Technical Advisors Division, including the Environmental and Social Sustainability Unit, and the Procurement Division, dealing with both project-related procurement and corporate procurement

The Technical Advisors Division is looking for a Junior Social Development Specialist who will help ensure the Bank's social mandate is fully reflected in the design, appraisal, implementation, and completion of CEB-financed operations. The role strengthens the quality of projects by articulating and enhancing the social value of operations; supporting social assessments, beneficiary analyses, and vulnerability diagnostics; integrating social issues such as inclusion, migration, accessibility, and territorial disparities; contributing to social benefits and outcome measurement; and supporting institutional knowledge development on social-sector topics.

KEY RESPONSIBILITIES

Contribution Across the Project Cycle: Advancing Social Development in Project Design: Engage as a junior technical member of project teams across the project cycle (identification, pre-appraisal, appraisal, implementation, and completion) and cover tasks including – but not limited to

  • Draft written inputs to appraisal notes, monitor reports, loan documents, and briefings in line with TAM practice and provide social development inputs to the design of CEB-financed operations, ensuring that projects generate measurable improvements in people's lives.
  • Maintain and record organised documentation to support collaboration, quality assurance, and auditability. Develop and formulate clear and compelling social development propositions for lending operations.
  • Analyse how different groups—including vulnerable or marginalised populations—experience and benefit from proposed investments.
  • Shape project arrangements that strengthen the technical soundness, inclusion, equity, and access to services.
  • Support the analysis and gather additional information from, and with clients, participate in field or virtual missions, consultations, and conduct analytical activities with a people-centered approach.
Documentation & Knowledge Sharing
  • Contribute to develop, improve and update tools, templates, and guidance that strengthen social development expertise across the Bank.
  • Contribute to and co-write sector notes, thematic papers, case studies, and institutional knowledge products.

Collaboration & Multidisciplinary Engagement

  • Work closely and cooperatively with ESS Unit, Procurement Division, Technical Advisors, Loans & Social Development Directorate, and the Credit Risk Unit to ensure multidisciplinary assessments.
  • Engage constructively with external stakeholders such as authorities, partners, and beneficiaries.
  • Bring a collaborative, solutions-oriented mindset to interdisciplinary project work.

Use of Systems & Workflow Tools

  • Use internal systems, consequently including Microsoft Dynamics-based CRM, to record and document contributions and monitor social development progress.
  • Ensure that social data, indicators, and expected project-level results are clearly defined and consistently captured and support the development of results approaches across the Bank's social development activities (projects).
  • Support integration of social results into Bank's reporting systems.

PROFILE

Academic background:

  • Advanced degree (Masters equivalent) in social development related disciplines, political sciences, data science, international relations; social science, community development, planning, applied economics, or a related discipline.
  • Complementary education or relevant experience in social development related aspects (education, health, community and urban development, and social science related areas) would be an asset.

Professional background:

  • Minimum 2 years of professional experience in relevant sectors, acquired, if possible, in multilateral or national financial institutions.
  • Strong analytical skills, including interpretation of social data.
  • Excellent writing and presentation skills in English.
  • Strong command of Excel, PowerPoint and other relevant IT-tools; familiarity with Power BI and Microsoft Dynamics is an asset.
  • Ability to work fluently with workflow/documentation systems.

Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of one or more other Member State language(s) is an asset.

EMPLOYMENT CONDITIONS

1) Initial 4-year contract (including a one-year probationary period) with the possibility of renewal of one or up to six years and of conversion into an indefinite-term contract.

2) Grade and salary:

  • A1/A2
  • Depending on level of experience, monthly salary range starts between 5,988.79 EUR and 7, EUR, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* based on family / personal situation, and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.

  • Exact benefit package to be determined based on selected candidate's personal situation:
