Job Title: HSROE Manager

JOB SUMMARY

The job holder is responsible for:

  • Managing department heads & supervisors within the HSROE (Safety, Risk, HSE, Sustainable Development, Brigade, Medical Center, Security, Permitting)
  • Developing strategies to ensure the control of industrial risks and improving safety and environmental performance
  • Supporting operations in the fields of industrial risk, safety, and the environment


JOB RESPONSIBILITIES

Health and Safety:

  1. Monitor laws, regulations, and texts relevant to HSE that apply to The Company New Caledonia, including radiation protection and electrical risks.
  2. Define and develop procedures, templates, and tools for operational departments to comply with applicable regulations.
  3. Develop and update the Safety Management System (SMS)

Risk Management:

4. Audit:

  • Professional risk assessments (EVRP)
  • Process risk registers (EDD, HIRA)
  • Safety registers
  • Periodic inspections mandated by Caledonian equipment regulations under your management.
  1. Conduct necessary checks to detect non-compliance in hygiene and safety and inform operational departments, recommending solutions.
  2. Define appropriate personal protective equipment (PPE) and ensure compliance.

Emergency Measures:

7. Lead emergency response teams in compliance with applicable regulations and ensure maintenance of firefighting equipment and facilities.

8. Ensure the development, updating, and execution of internal operation plans (POI) and the maritime emergency plan (PUM).

9. Manage emergency response operations for The Company New Caledonia and develop the response strategy.

10. Monitor the effectiveness of emergency and crisis management activities.

Occupational Health:

11. Ensure compliance with all occupational health obligations, including medical visits, hygiene data analysis, workplace studies, and health programs.

Environment:

12. Develop and maintain an environmental management system (policies, procedures, instructions, monitoring plan), including environmental scenarios in the POI and regulatory monitoring.

13. Perform environmental audits based on operational department results to identify non-compliance and recommend solutions.

14. Define and develop environmental protection procedures, tools, and frameworks compliant with applicable laws.

Permitting:

15. Obtain the required permits/authorizations for mining and classified installations in compliance with regulations. Prepare applications.

16. Identify applicable regulations (laws, decrees, etc.) for permitting.

Security and Protection:

17. Ensure operational security to monitor, protect people, places, and assets, and prevent misconduct according to security regulations.

18. File complaints on behalf of the company.

19. Manage security affairs in collaboration with local authorities (police, gendarmerie).

Budget:

20. Manage the department’s budget.

21. Validate purchase requests and invoices within responsibility.

22. Supervise service or goods deliveries.

23. Inform superiors about sensitive cost variations and propose cost optimization or reduction opportunities.

Human Resources:

24. Manage direct reports, including attendance and absence schedules.

25. Ensure discipline in line with company rules.

26. Ensure employees under your responsibility properly use collective and personal protective equipment.

27. Ensure staff comply with applicable procedures, instructions, and regulations.

28. Ensure employees undergo required safety and environmental training.

29. Ensure compliance with work hours, rest periods, and leave regulations.

Administration:

30. Manage activities in accordance with company tools and methods.

31. The HSROE Director will perform other duties as assigned by superiors in line with their expertise and skills.

RECRUITMENT AND COMPETENCY PROFILE

Education:

  • Engineering degree or equivalent in Chemical Engineering, Process, Quality, or Health and Safety.

Experience:

  • Mandatory 10 years of experience as a director or senior manager overseeing teams in industries with significant QHSROE challenges.

Job Knowledge:

  • Proficient in standard office software (Microsoft Office).
  • Fluent in English (oral and written).
  • Fluent in French.
