OVERVIEW OF THE FUNCTIONS OF THE POST

Within the general mandate of the Office of Legal Standards and International Affairs to provide legal advice to the Secretariat and the governing bodies of the Organization, under the authority of the Legal Adviser and Director of the Office, and the direct supervision of the Chief of the Section of conventions and recommendations, the incumbent will be required to carry out the following duties and responsibilities:

  • Researching and preparing drafts of legal opinions, studies and correspondence on complex legal issues relating to UNESCO's Governing Bodies, and assisting in the interpretation of a broad variety of legal instruments relevant to the institutional work of the Organization, such as the Constitution, statutes, regulations and rules, rules of procedure, resolutions or other legal materials.
  • Researching and preparing drafts of legal opinions, studies, notifications and correspondence on legal issues relating to the normative mandate and the coordination of the standard-setting activities of the Organization, as well as to the depositary functions of the Director-General. Providing procedural and legal support to the various programme sectors in charge of the secretariats of institutional bodies monitoring conventions.
  • Participating in the provision of secretariat services to the Committee on Conventions and Recommendations of the Executive Board, in the framework of its two complementary components (monitoring of the implementation of UNESCO's standard-setting instruments and examination of communications relating to cases and matters concerning the exercise of human rights in UNESCO's fields of competence) and to the Legal Committee of the General Conference, including in its action as credentials committee.
  • Drafting legal opinions on internal regulations and rules relevant to the management policy of UNESCO's Headquarters, including the decisions of the Headquarters Committee of the General Conference thereon, and reviewing contracts submitted to the Contracts Committee and the Headquarters Committee.
  • Contributing to the delivery of information, mainly through the Legal Affairs website of the Organization, concerning all the activities linked to the Office of International Standards and Legal Affairs.
  • Performing any activity that may be required to ensure success of the work of the team.

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (Master's degree or equivalent) in law, with a specialization in international law.

Work Experience

  • At least 4 years of professional experience providing advice in public international law within an intergovernmental organization (or in such organization combined with equivalent legal experience in a government, law firm, non-profit organization or academia).

Skills/Competencies

  • Excellent analytical skills.
  • Proven ability to draft clearly and concisely.
  • Capacity to work independently.
  • Ability to work well under pressure.
  • Good interpersonal skills.

Languages

  • Excellent knowledge of English or French and very good knowledge of the other language.
DESIRABLE QUALIFICATIONS

Education

  • Advanced degree in public international law.

Work Experience

  • At least 2 years of professional experience acquired at the intergovernmental level.
  • Demonstrated knowledge and experience in the law of international organizations, particularly of the UN system.
  • Demonstrated knowledge in procedural issues related to intergovernmental bodies.
  • Experience in the legal department of an intergovernmental organization.
  • Experience working in a diplomatic environment.
  • Experience providing substantive secretariat services to intergovernmental bodies.
  • Experience in relation with international human rights mechanisms.
  • Confirmed experience in legal drafting in English and French.

Skills/Competencies

  • Familiarity with the work and general functioning of the UN system.
  • Knowledge of the UN common system's regulatory framework.

Languages

  • Knowledge of another official language of UNESCO (Arabic, Chinese, Russian, Spanish).
