The service holder is responsible for the planning aspects of CLOV Phase 3 and Begonia.The service holder reports to the PBF Planning Leader (Angola) and will be operationally managed by PBF Planning & Reporting Leader /Project Control Manager.
The service holder is also accountable for demonstrating an exemplary behaviour regarding HSE rules & requirements and for implementing and controlling HSSE rules within his area of responsibility.The service holder shall observe strict confidentiality in the performance of his duties.
Activities
1. To promote safety culture within the project and his/her activities. Lead by exemplarity to have the team members and colleagues adhering and contributing.
2. To ensure that safe and ethic working practices are carried out within the activities that he/she is managing or interfacing with. To guarantee the compliance on his activities.
3. To ensure that state of the art, TEPA referential and local rules/laws are complied with and captured in all contractual requirements.
4. To work by anticipation.
6. To promote innovation as far as compatible with good enough approach for all activities. To seek optimization and savings all along the different phases of the project. To focus on costs without impairing QHSE objectives.
7. To keep the PBF Lead Planner (Angola), the Package Manager & Leaders and all the relevant parties informed regarding ongoing activities status. To advise the Package Manager & Leaders on relevant actions/decisions.
8. To analyse and update the Surf Package planning in order to provide efficient information to the PBF Lead Planner (Angola).
9. To manage and comment contractors and vendor's procedures, detailed schedules and periodic progress measurement including regular spot-checks.
10. To define Key indicator in order to control the package planning performance and to warn management if required.
11. To analyse and perform simulations of any events with an impact on the package schedule, to propose corrective actions when package maybe or is delayed, considering other PBF Project/Packages, contractors and vendors workload and local content.
12. To manage Planning Interfaces between CTRs on project perimeter.
13. To participate to internal or external audits.
14. To liaise with Cost Controller to ensure the consistency with the package invoice process (progress).
15. To liaise with Contract Engineer to ensure the consistency with the package Change Order process (schedule impact).
16. To define the resources need and to liaise with HR for the planners' recruitment process.
17. To feed the HSEQ team with all the REX & Lessons learnt info regarding the projects' planning (whatever the phases: CFT, Execution).
18. To help the PBF Lead Planner (Angola) for the Package / Project schedule review and risk analysis, Special Studies included.
19. To participate on the planning definition for the coming CFT (new projects) with potential new CTRs and to ensure the communication between Paris Luanda.
20. To do all tasks requested by its management.
Context and environment
PBF is the Brownfield project division of Block 17 and benefits of a matrix organization. It is managing projects from Basic Engineering to Start-up/hand-over to Block 17 Field Operation team.
The nature of the Brownfield projects, i.e., most of the execution activities offshore executed in SIMOPS on live FPSOs (Girassol, Dalia, Pazflor, CLOV) and congested seabed, increases the risks and consequently the challenges of the projects (coactivity's with other projects and maintenance activities, minimization of production shortfalls...).
PBF is managing EPC contracts with major international Contractors including onshore prefabrication in Angola, offshore construction and Installation in Angola (FPSO modifications, SURF, SPS, SIMOPS, high number of contractors & subcontractors).
The position is located within PBF organization in Contractors Office in Paris La Défense area in France with probability to be transferred to Angola at later stage. Possible European missions to be forecasted due to Contractors' workshops locations. The
PBF projects might grow up to 200 people at peak, spread in different locations in the world with a wide range of nationalities to work with and different internal entities and companies to deal with.
Designee nominated by contractor is accountable to:
Organize his job in full respect and within the limit of defined and approved planning & budgets.
Have good relationships with other Departments / Packages of the Division.
Ensure a transversal way of working, in a good team spirit.
Qualifications/Experience required
Organization, rigor, communication skills, team spirit, constant availability to team members and contractors, worldwide expatriation.
At least 10 years of experience in Oil & Gas Engineering & Construction, knowledge of planning techniques including planning & scheduling software's (Primavera P6-PRO17, Microsoft Project) + usual office tools (Windows 10) and reporting.
International experience.
Engineer or equivalent.
Fluent English speaking mandatory, French &/or Portuguese optional.
