The OECD Environment Directorate (ENV), in line with the strategic objectives of the Secretary-General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient and lowcarbon green growth path. The Directorate currently comprises approximately 220 staff members (economists, statisticians, scientists, engineers, administrative staff, consultants and trainees) working across a broad range of environmental issues such as: green growth, climate change, biodiversity, water, ecoinnovation, circular economy, resource productivity and waste, environmental policy tools and evaluation, safety of chemicals, biotechnology and nanomaterials, and linkages between environment and tax, agriculture, transport, development assistance, trade and investment policies. The Environment and Economy Integration (EEI) Division of ENV currently undertakes policy-orientated research in a number of areas at the interface between the environment and the economy, including: environment-economy modelling, environmental policies and policy outcomes, resource productivity and waste, green mobility and transport, trade and environment, and cost-benefit analysis. The modelling team uses large-scale economic models to assess the linkages between economic activity and environmental challenges. Most of the policy analyses undertaken by the team are based on quantitative assessments, using the multi-regional global computable general equilibrium model ENV-Linkages. Job Description

The EEI Division is looking for a Modeller to contribute to the Environment Directorate (ENV) work based on the modelling tools operated by the team and the databases underlying the analysis (such input-output data and satellite accounts). The selected candidate will report to the Team Lead and is expected to work closely together with the other team members.

Main Responsibilities

• Contribute to the maintenance, update, and improvement of the code of the ENV-Linkages model and related quantitative frameworks operated by the modelling team at ENV, e.g. on particular modules related to the impacts of environmental pressures or to plastics.
• Run simulations with ENV-Linkages, help in the validation of model outputs, prepare clear graphs and tables to present model outputs to be used in OECD reports and presentations.
• Prepare computer codes to facilitate the interactions between the team’s modelling tools and external information sources, such as the preparation and (dis)aggregation of input data sources and the processing of model outputs to feed into stand-alone models for specific topics (e.g. the MAGICC model for climate change or TM5-FASST for air pollution).
• When applicable, update the databases underpinning the models operated by the team as well as the parts of the model codes relative to the database generation.
• Contribute to the documentation of the databases and of the model code.
• Contribute to the set-up of data visualisation page that provides users with an interactive interface for the team’s modelling results.
• Liaise with relevant staff in other Divisions and Directorates or with other organisations on the use of in-house databases and contribute to data requests on ongoing projects.
• Perform other assignments and programming tasks as required.
• Contribute to the drafting of high-quality technical research documents, project reports and policy briefs/articles targeted at non-technical audiences and the media.

Qualifications

Ideal Candidate Profile

Academic Background

• A university degree in economics, econometrics, operations research, mathematics or another relevant discipline.

Professional Background

• At least three years of experience in programming and handling large datasets.
• Strong quantitative background and experience in modelling.
• demonstrated ability in optimization or CGE modelling would be preferable.
• Experience presenting and explaining analytical results to a variety of audience in a compelling way.

Tools

• Proficiency in using the General Algebric Modeling System (GAMS) and advanced knowledge of widely-used econometric software packages and programming ( R or Python).
• Proven ability to carry out quantitative analysis.
• Broader programming skills would be considered an asset.

Additional Information

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

• One year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen for mid-September and panel interviews are planned for mid-October.
