Overview

The Tender Technical Manager is responsible for the overall technical coordination and management during the tendering phase of large or complex projects, typically exceeding $200 million. These projects may involve HVDC (High Voltage Direct Current) technology on offshore platforms and require collaboration with multiple stakeholders worldwide. The Technical Tendering Manager serves as the primary contact for the Customer and is accountable for working with the tender team to develop the best technical solutions.

Responsibilities

  1. The Tender Technical Manager is responsible for ensuring the technical tender design meets deadlines and quality standards.
  2. The Technical Tendering Manager will coordinate and manage the global schedule of tender engineering activities, ensure the implementation of Engineering Processes, and oversee technical coordination across the various work packages of large or complex projects.
  3. Ensure that optimal technical solutions are selected (safe, reliable, cost-effective, easy to install and operate) in line with customer expectations, while delivering the necessary documentation according to the tender general time schedule.
  4. Estimate the project engineering budget and develop the project execution Engineering design strategy in collaboration with the Regional Technical Tendering Leader, the Regional Engineering Leader, and with support from Project Engineering Managers from the execution phase, Functional Engineering Leaders, and experienced Project Engineers.

Project Management and Deliverables

  • Define the scope of work and manage the time schedule.
  • Consolidate, manage, and monitor the technical tender deliverables list and associated submission dates.
  • Be accountable for the overall schedule of tender engineering activities.
  • Issue the Engineering DOR (Division of Work) detailing the division of engineering scope among all involved project parties.
  • Lead and coordinate all GE Vernova technical teams involved in the tendering process, ensuring that technical disciplines are well-coordinated, especially regarding interfaces and synchronization.
  • Support Engineering Discipline Leaders in anticipating and resolving engineering delivery issues.
  • Lead and facilitate technical coordination sessions.

Budget and Resources

  • Consolidate, define the project Engineering budget for project execution in terms of man-hours, providing a detailed breakdown by role.

Tender Strategy & Risk Management

  • Define the tender technical strategy and ensure its adherence by all GE Vernova technical tendering teams.
  • Consolidate the project technical risks & opportunities and develop corresponding mitigation / action plans.
  • Initiate the design freeze process at tender stage, ensuring validation through design gate reviews, tender technical validation meetings, and technical risk assessments for the tender phase.
  • Collaborate with the Regional Technical Tendering Leader, the Regional Engineering Leader, and leverage the expertise of a Project Engineering Director to develop the Project execution Engineering Design Strategy.
  • Participate in project strategy elaboration with the capture Team and the Project Manager.

Customer Relationship

  • Ensure adherence to the customer technical requirements.
  • Develop a detailed clause-by-clause analysis.
  • Consolidate technical queries to the customer.
  • Ensure that answers to customer queries are consistent and check cross-impact of comments.
  • Manage customer technical meetings.

Document & Configuration Management

  • Work with the Proposal Manager to organise and manage technical documents, including the deliverables list, Questions and Responses, follow-up, and the consolidation of the technical offer.
  • Validate and ensure consistency of the engineering documents before their final release to customer and to other functions.
  • Coordinate the deviation and assumption register to effectively track and manage all identified or p
