Adjoint au chef de service scientifique (H / F) – Service des Bonnes Pratiques (SBP)Emploi : Adjoint au chef de serviceFilière : Expertise scientifiqueCatégorie d'emploi : Catégorie 1Type de contrat : Contrat à durée indéterminéeLocalisation :Rémunération : Selon expérience et niveau de formation, par référence aux grilles indiciaires des agences sanitaires en application du décret n°2003-224 du 07 mars 2003 ou selon statut particulier si fonctionnaire (détachement)Autorité publique indépendante à caractère scientifique, la Haute Autorité de santé (HAS) vise à développer la qualité dans les champs sanitaire, social et médico-social, au bénéfice des personnes.Elle travaille aux côtés des pouvoirs publics dont elle éclaire la décision, avec les professionnels de santé pour optimiser leurs pratiques et organisations, et au bénéfice des usagers dont elle renforce la capacité à faire des choix.Elle exerce trois missions principales :évaluer les médicaments, dispositifs et actes en vue de leur remboursement ;recommander les bonnes pratiques professionnelles, élaborer des recommandations vaccinales et de santé publique ;mesurer et améliorer la qualité dans les hôpitaux, cliniques, en médecine de ville et dans les structures sociales et médico-sociales.La HAS exerce son activité dans le respect de trois valeurs : la rigueur scientifique, l'indépendance et la transparence.Elle est organisée autour :d'un Collège de huit membres dont un président ;de commissions spécialisées présidées par des membres du Collège ;de services répartis en cinq directions.Direction et service d'affectation :Direction de l'Amélioration de la Qualité et de la Sécurité des Soins (DAQSS)Service des Bonnes Pratiques (SBP)Rattaché à la Direction de l'Amélioration de la Qualité et de la Sécurité des Soins, le service des Bonnes pratiques est chargé :D'élaborer des recommandations de bonnes pratiques professionnelles et de leur mise à disposition concomitante d'outils utiles à leur déploiement.De conduire les travaux relatifs à la pertinence des soins, aux parcours de soins (dont les productions en matière d'affections de longue durée) et aux protocoles de coopérations entre les professionnels de santé.De développer et promouvoir les démarches de développement des compétences et d'amélioration des pratiques.Missions générales du poste à pourvoir :Sous l'autorité du chef de service du SBP, vous serez chargé(e) d'animer l'unité «Recommandations des Bonnes Pratiques» (RBP) et l'unité «Développement des compétences et amélioration des pratiques» (DCAP)Plus précisément, vous serez amené(e) à :Coordonner et assurer le suivi de l'activité d'élaboration des recommandations de bonne pratique.Assurer la présentation des travaux de l'unité à la CRPPI et au Collège de la HAS.Proposer en lien avec le chef de service et le second adjoint les travaux sur l'évolution des méthodes d'élaboration de recommandations de bonne pratique, en lien notamment avec les évolutions internationales.Proposer les projets de recommandations de bonnes pratiques dans le cadre de saisines ministérielles / CNAM, d'associations ou de CNP ou dans le cadre de labellisation qui viendront alimenter le programme de travail de la HAS.En lien avec d'autres référents «impact des productions de la HAS», mener une réflexion transversale, sur les activités d'implémentation des bonnes pratiques pour favoriser leur appropriation.Effectuer l'analyse de la veille des données scientifiques et des programmes performants internationaux, des besoins de l'environnement, en relation avec les orientations stratégiques de la HAS.Assurer l'animation de l'équipe du service en lien avec le chef de service et le second adjoint et assurer le suivi de l'avancement des travaux.Présenter les travaux du service (instances de validation, partenaires externes) et contribuer à l'information et à la communication sur l'activité, en lien avec la direction de la communication, de l'information et de l'engagement des usagers.Contribuer aux travaux des autres services de la DAQSS, de la HAS et des commissions (notamment Commission impact des recommandations) sur les actions d'amélioration des pratiques et le développement des compétences.Représenter, à la demande du chef de service, le service lors d'interventions en interne et la HAS lors d'interventions en externe et à l'international, en veillant au développement du réseau professionnel.PROFIL RECHERCHÉ :Expérience :Compétences :Vous êtes médecin ou pharmacien avec une formation complémentaire en Santé Publique.Vous avez une connaissance solide (enjeux, concepts, mouvements internationaux, méthodes, environnement institutionnel) du système de la santé, de l'amélioration de la qualité en santé et des recommandations de bonne pratique. Un réseau relationnel avec les acteurs au niveau national et international, scientifiques et / ou institutionnels constitue un atout.Votre expérience vous a permis de développer des compétences en conception et en mise en œuvre de projets de développement, en réflexion stratégique et en management d'équipe. Vous savez coopérer de manière transversale, avec des ressources d'expertise, aussi bien en interne qu'en externe. Vos aptitudes relationnelles vous conduisent à savoir identifier les points de consensus, même quand les sujets sont complexes ou controversés.Votre rigueur scientifique, votre maîtrise de l'anglais et vos capacités de rédaction vous permettent de présenter avec impartialité et transparence les positions, propositions et travaux de votre secteur. Vous savez rédiger de façon claire selon des formats variés, adaptés à la cible et aux objectifs, les différents écrits nécessaires à la conduite de votre mission.
