The overall objective of UNEP's Climate Change Division is to deliver effective strategic guidance and high-impact action in support of the transition towards climate stability.
Its work is guided by ambition, innovation, credible science, and alignment to global climate goals and needs of individual countries.
The Climate Change Division works with Members States and Partners to accelerate and support a just transition by addressing climate change mitigation and adaptation through enhancing implementation capacity, provision of data information and knowledge, access to finance and technology, and building resilience.
It promotes sustainable development and effective policies for climate stability; support action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting.
UNEP's International Methane Emissions Observatory (IMEO) exists to provide open, reliable, and actionable data to the individuals with the agency to reduce methane emissions.
IMEO's work to provide accurate, unbiased, and up-to-date information on methane emissions
- starting with the fossil fuel sector
- is rooted in the need to shift from inaccurate estimates to real-world, empirical data.
This position is located in UNEP's Climate Change Division, IMEO, in the Paris duty station.
Under the overall supervision of the Deputy Director of the Climate Change Division, and the direct supervision of the Programme Management Officer
- IMEO, the incumbent will be responsible for the following duties:ResponsibilitiesLead strategic coordination of UNEP’s International Methane Emissions Observatory (IMEO), providing direct support to the Climate Change Division by: •Acting as a central coordination function across IMEO Practices, Projects, and cross-cutting workstreams.
•Driving the development, consolidation, and tracking of IMEO’s annual workplan, including establishing performance indicators, monitoring implementation progress, and identifying delivery risks and mitigation measures.
•Supporting strategic planning processes, including the preparation of internal strategy documents, technical roadmaps, and decision-support materials for senior leadership.
•Structuring and facilitating internal governance processes, including weekly management meetings and all-staff engagements, ensuring effective information flow, documentation of decisions, and follow-up on action items.
•Coordinating cross-divisional inputs within UNEP and ensuring coherence with broader Climate Change Division priorities and global methane mitigation initiatives.
•Providing ad hoc analytical, coordination, and operational support to the Deputy Director of the Climate Change Division.
Lead donor coordination and partnership management by: •Managing strategic relationships with donors and key partners, ensuring alignment of priorities, transparency of reporting, and effective communication of results and impact.
•Supporting the development and execution of IMEO’s donor engagement and resource mobilization strategy.
•Preparing high-quality written outputs, including donor reports, technical briefings, concept notes, and outreach materials.
•Ensuring coordination across UNEP teams and external partners on methane-related initiatives, facilitating information exchange and alignment of workplans.
Manage the Secretariat functions of IMEO governance bodies by: •Providing substantive and logistical support for IMEO Board and Advisory Council meetings, including calendar planning, agenda development, and preparation of technical background materials and presentations.
•Coordinating with Board and Council members to ensure effective participation and alignment on strategic priorities.
•Documenting and disseminating meeting outcomes, including preparation of high-level minutes and publication of governance materials to enhance transparency.
•Tracking and supporting the implementation of governance recommendations and decisions •Supporting programme monitoring, evaluation, and reporting processes, including tracking key performance indicators and outcomes.
•Continuously improving governance processes, tools, and documentation to strengthen institutional effectiveness.
