Job Description (Roles and Responsibilities)

The British Embassy in France is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a **Prosperity and Economic Officer** based in Paris. This is a maternity leave cover contract.

This role is at the heart of the Embassy’s work on a range of issues that really matter to both the UK and France. Sitting in the Embassy’s Economics and Social Affairs team, the jobholder will lead on the team’s work with France on trade policy, customs and borders, and the coordination of the embassy’s Prosperity agenda, while contributing to economic reporting. There will be scope for the jobholder to take on additional projects and to get involved in broader priorities for the Embassy. This is an opportunity to work closely with a range of other Embassy teams and a wide range of stakeholders in both France and the UK.

The post holder will need to understand and explain complex issues and be ready to build a network of strong relationships with contacts across UK government departments, and in French business, government, think tanks and beyond. The post holder will also be expected to organise visits to France by UK ministers and senior officials in connection with their policy areas.

**Roles and responsibilities**:
**Trade policy**: In the context of global trade tensions and a widespread international desire to modernise the world trading system, the post holder will be required to keep abreast of French views (for example, on sustainability, WTO and FTAs), engaging with a range of stakeholders from the public sector and think tanks, working closely with the Department for International Trade (DIT) and the UK’s mission to the EU in Brussels.

**Prosperity**: The post holder acts as the coordinator of the embassy’s Prosperity work streams - initiatives where France-based staff from different government departments (including FCDO, DIT and others) work closely on joint projects that contribute to prosperity. As well as acting as the secretariat for the cross-embassy Prosperity Board, chaired by the Ambassador, you will have a role in monitoring progress of (and expenditure on) joint Prosperity projects. The post holder will also have the opportunity to develop creative proposals to advance the prosperity agenda.

**Customs and borders**: The post holder will lead on developments around the implementation of the UK’s Target Operating Model (TOM). You will participate in regular UK-FR technical borders meetings and update French borders colleagues of UK developments. You will be part of a virtual France network border steam, liaising with colleagues through the summer travel season and other key border pressure moments throughout the year.

**Economic policy**: The post holder will support the Embassy’s Senior Economist by contributing to economic reporting for UK government departments including HM Treasury and the Department for Business, Energy and Industrial Strategy, and to bilateral engagement of UK officials and ministers with French counterparts. You will also contribute to the Embassy’s work on the UK-France Summit’s economic deliverables.

Essential qualifications, skills and experience
- Excellent relationship-building skills;
- Well-developed analysis and critical thinking skills;
- Ability to pick up new issues and topics quickly;
- Ability to build and develop a range of contacts within government and private sector to build effective working relationships and networks and links to civil society;
- Ability to work independently, and as part of a team;
- Excellent level of English and French is essential (both oral and written) C1 Level or equivalent*.

Desirable qualifications, skills and experience
- University degree, preferably in an economic field or with a strong economic component;
- Experience of working in a policy environment, particularly an economic or trade context;
- Experience engaging internationally.
