The Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) helps local and national governments unleash the potential of entrepreneurs and small and medium-sized enterprises (SMEs), promote inclusive and sustainable regions and cities, boost local job creation, and implement sound tourism policies. It includes the Secretariat serving the Regional Policy Development Committee (RDPC) and its three Working Parties on Urban Policy, Rural Policy and Territorial Indicators and the Expert Group on Multi-level Governance, the Committee on SMEs and Entrepreneurship (CSMEE), the Tourism Committee and its Working Party on Tourism Statistics, and the Local Economic and Employment Development (LEED) Directing Committee.
The RDG Division within CFE helps OECD Member and Partner governments in their efforts to build more resilient regions, strengthen regional competitiveness, reduce territorial inequalities, improve rural development, enhance regional attractiveness and reinforce multi-level governance systems, as well as regional and municipal finance and investment.
**Main Responsibilities**
- Research, Policy Analysis and Drafting
- Draft and edit high quality substantive papers, based on quantitative and qualitative analysis, for maximum policy impact, and oversee the production of analytical publications, ensuring their timely and quality delivery - including synthesis reports, national and regional case studies, thematic reviews, policy papers, summaries of dialogues and proceedings of events.
- Develop policy recommendations and action plans for their implementation and identify good practices in the fields of regional development, rural development, regional attractiveness, multi-level governance and subnational finance.
- Carry out quality control of draft documents, including synthesis reports of expert discussions, invitations and seminar agendas, mission reports and junior analysts and consultants’ contributions.
Liaison and Representation:
- Develop presentations, speaking points, social media posts, and other materials/communications for the relevant projects.
- Present the work to project partners, project stakeholders, colleagues and other interested parties, in meetings, seminars, conferences or other events and contribute to disseminating project outputs to achieve maximum visibility and impact.
- Establish and maintain professional contacts with other parts of the OECD, research and government institutions in OECD member and non-member countries, key organisations and individuals outside the OECD, and member country delegations to the OECD.
- Engage with stakeholders from different networks to promote exchange of good practices and dialogues.
- Stay abreast of developments related to regional development and rural policy and to institutional and financial reforms affecting subnational governments and multi-level governance in member countries (e.g. decentralisation, territorial reforms, etc.), and on developments in the academic literature on these topics.
- Carry out other related duties, as assigned.
Project planning, coordination and management
- Coordinate and/or participate in the design, organisation, logistics and delivery of projects supporting core outputs of the Programme of Work and Budget. This includes but is not limited to setting and managing timelines, supervising and engaging with project experts, statisticians, junior analysts, interns, internal and external consultants.
- Plan, design and deliver study missions, meetings, workshops, roundtables, seminars and training modules for projects in which s/he has a role.
- Design or contribute to the development of tools to assist countries, regions and municipalities design and implement their policies, projects and public service delivery initiatives.
