- Key stakeholders from government, industry and civil society are well informed about the requirements and processes to establish an air conditioners and domestic refrigerators waste management mechanism in Nigeria, with recommendations according to U4E and international best practices. - Key stakeholders such as government agencies, financial institutions, regulatory bodies and waste treatment facilities are engaged to inform the recommendations development for the waste management mechanism. - An Assessment of the current situation, policy and regulatory context, costs and financing and recommendations to set up the mechanism submitted to national authorities. - Relevant environmental agencies in Nigeria receive training based on the findings from the Assessment.

- Qualifications/special skills
- A university degree (Bachelors or equivalent additional experience) in energy or environmental policy, energy or environmental economics, or a related engineering or science field. Substantive knowledge on energy efficiency of appliances, especially refrigerating appliances, air conditioners and fans is considered as an asset. - At least 10 years of professional experience with collection and recycling of electrical equipment, with at least 3 years of experience specific to refrigerators or air conditioners and their refrigerant gasses as an asset. - Experience in managing several take-back operations in energy efficient replacement programs for cooling appliances, lightning and large household appliances.

- Under the direct supervision of the of the project team composed by the Energy Commission of Nigeria, UNEP U4E and Africa Energy Office; the Consultant will provide effective communication strategies, tools and products by working directly with the national teams, national governments and local stakeholders to capture compelling highlights and project wins. Key tasks for the consultancy are listed below: A. Develop an inception report a phase 1 corresponding to the present contract, where the development of recommendations for the establishment of an air conditioners and domestic refrigerators waste management mechanism in Nigeria is covered. Also, include the plan for the implementation of the mechanism in a timeline of 3 years (phase 2) in alignment with the objectives of the “Abating GHG emissions from Obsolete RAC equipment in West Africa” project. B. Carry out consultations with national stakeholders from government, industry representatives, financial institutions and experts and gather information, data and perspectives to inform the recommendations for establishing an air conditioners and domestic refrigerators waste management mechanism in Nigeria, with recommendations according to U4E and international best practices. C. Develop a set of recommendations for establishing an air conditioners and domestic refrigerators waste management mechanism, including refrigerant management and disposal, in Nigeria. The report should include: a. Inform on the initial situation: the existing policy, regulation and relevant programmes (e-waste, extended producer responsibility, etc); review of existing best practices in the region as available; waste management sector capabilities, financing and fiscal context, etc), and barriers to the implementation. b. Proposed waste management mechanism (reverse logistics system) and recommend the requirements for its implementation: regulatory, financing, budget, capacity building (personnel & facilities), etc. c. Recommend business model d. Inform on the environmental and economic benefits based on projections. D. Develop training material and deliver one training session for environmental agencies in Nigeria based on the findings from the Assessment.
