**OBJECTIVES OF THE PROGRAMME**:
The World Health Organization's Academy (‘The Academy') is a new state-of-the-art learning institution that aims to revolutionize lifelong learning for health impact and reach million learners around the world. Based in Lyon, France, the Academy Campus will offer a wide range of learning modalities (on-line, face-to-face and blended); digital, in-person learning via the hub in Lyon or through the campus network, as well as portable learning laboratories designed for contexts where participants cannot travel or access the digital learning platform. The Academy is an integral part of the WHO under the management authority of the Director-General. The overall goal of the Academy is to advance the learning and human development component of WHO's General Programme of Work (GPW) and health sustainable development goals. More specifically the Academy will: enhance the competencies of millions of people through cutting-edge digital learning and hybrid learning, including leaders, practitioners, catalysts and lay people. The WHO Academy will deliver advanced digital and in-person learning to health policy practitioners, health workers and WHO workforce. The Academy campus will be officially launched in Autumn 2024 as a global initiative combining the latest technologies in digital and remote learning with advancements in adult learning science to offer innovative, personalized and multilingual learning that meets priority needs.

**DESCRIPTION OF DUTIES**:

- Provides technical leadership and managerial guidance within the Academy, in the area of Partnership and Resource Mobilization ensuring that activities in this area are carried out efficiently and effectively.
- Manages the programme area in delivering its objectives through efficiently managing a small team of technical staff, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.
- Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.
- Represents the programme area of work at various meetings to advocate for partnerships and resource mobilization opportunities for the WHO Academy.
- Develops and executes a comprehensive partnership strategy to identify, cultivate, and maintain relationships with key stakeholders, academic institutions, governments, international organizations, private sector entities, and foundations.
- Leads team efforts to identify funding opportunities, prepare proposals, and secure financial resources to support the WHO Academy's programmes and initiatives.
- Performs all other related duties as assigned.

**REQUIRED QUALIFICATIONS**:
**Education**:
**Essential**: An advanced level university degree in international or public relations, business administration, communications, social sciences, public health or related field relevant to the position.

**Desirable**:

- A PhD in one of the above-mentioned fields.
- Professional certification or other specific training in external relations.

**Experience**:
**Essential**:

- A minimum of 10 years of relevant professional experience in the management of resource mobilization, external relations and partnerships.
- Demonstrated experience in writing and editing, particularly in the context of donor reporting/relations and in developing messaging for advocacy purposes.
- Experience in grant management and administration processes.
- Demonstrated experience managing human and financial resources.
- Demonstrated experience at the international level.

**Desirable**: A minimum of 5 years of relevant working experience in the UN or other international organizations.

**Skills**:

- Strong skills in the area of external relations, resource mobilization and strategic partnership building.
- Ability to engage partner interest, create and maintain longstanding trusted relationships.
- Sound level of judgement, responsibility and initiative.
- Strong analytical and critical thinking skills.
