OVERVIEW OF THE FUNCTIONS OF THE POST

The Diversity of Cultural Expressions Entity promotes the diversity of cultural expressions and the creative economy as vectors for sustainable development. Its mission is to ensure the effective implementation and monitoring of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the 1980 Recommendation concerning the Status of the Artist. The Entity fosters international cooperation by providing assistance to governments around the world to design, monitor, and evaluate policies. It also provides support to the sound decision-making of the Convention’s governing bodies through knowledge sharing and data collection, analysis, and distribution.

Under the overall authority of the Assistant Director-General for Culture (ADG/CLT), the general supervision of the Chief of the Diversity of Cultural Expressions Entity, and the direct supervision of the Head of the Programmes and Stakeholders Outreach Unit, the Associate Project Officer will coordinate the implementation, monitoring and reporting of the EU/UNESCO project entitled “Advancing evidence-based policies and actions, and supporting policy making to enhance the contribution of creative sectors and industries to sustainable development” whose implementation period is from 2023 to 2026.
Long Description
In particular, the incumbent will perform the following duties:
Coordinate the implementation of the EU/UNESCO project by maintaining active communication with the donor, relevant EU Member States representatives, project stakeholders, as well as various entities of UNESCO involved in the project implementation both at the UNESCO Headquarters and the Field offices;

Support the development, and as necessary, revision of a detailed implementation workplan, a monitoring and evaluation tool and mechanism to ensure effective monitoring, evaluation and learning (MEL);
Support the conceptualization, development and effective implementation of a stakeholder mapping, communication and stakeholders outreach strategies and action plans for timely and coherent communication of the project activities and its impact on a regular basis; and

Contribute to creating synergies with other UNESCO programmes and projects relevant to the project in order to provide visibility to UNESCO’s holistic approach to the cultural policy and sustainable development.

REQUIRED QUALIFICATIONS

Education

Advanced University degree (Master’s degree or equivalent degree) in the field of cultural policies and/or cultural and creative industries or a related area such as international relations and international development.

Work Experience

Minimum of two (2) years of relevant professional experience in the field of cultural policies, cultural and creative industries, or a related area such as international development/cooperation, of which preferably one (1) year acquired at international level.
Experience in coordinating technical assistance projects involving developing countries
Experience in planning and organizing multi-stakeholder workshops
Experience in monitoring project implementation, drafting narrative report and reporting to donors in the international development context

Solid computer and other IT skills.

Languages

Excellent knowledge of either English or French and good knowledge of the other language.

Work Experience

Experience with the United Nations or a comparable international organization

Experience in the field of cultural and creative industries, with a focus on the digital environment
