The Directorate for Education and Skills (EDU) leads the OECD’s work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. It provides statistics, analysis and policy advice to countries on a wide range of educational topics.
The Indicators of Educational Systems (INES) programme generates internationally comparative indicators published annually in _Education at a Glance_. In addition to Education at a Glance, the INES programme produces a wide variety of outputs designed to assist policymakers, educators, researchers, and members of the public to obtain comparative information on national education systems.
**Main responsibilities**
Project management and development
- Manage the collection of education finance data for OECD countries within the UNESCO-OECD-Eurostat data collection.
- Manage the validation, processing and analysis of the data in time for its annual release in _Education at a Glance._
- Keep abreast of methodological developments and proactively suggest improvements in the team’s outputs and processes.
- Supervise a Statistician working on the education finance data collection.
Data collection, validation and processing
- Collect, clean and process data from national governments to construct indicators on education finance for publication in _Education at a Glance_. Liaise with representatives of national governments and national statistical offices to validate the data.
- Identify new data sources and develop proposals for new education finance indicators. Work closely with representatives of national governments and statistical offices to implement the proposals.
Analysis and drafting
- Analyse the collected data and lead the drafting of the annual education finance chapter in _Education at a Glance._
- Draft policy briefs, working papers and background documents for meetings of the INES Working Party.
- Develop proposals for analytical work based on data collected by the INES programme and lead the work as needed.
Representation and outreach
- Establish and maintain professional contacts with officials in national administrations, research institutions, other international organisations and member country delegations.
- Build networks with key organisations, including ministries, research institutes, foundations and individuals.
- Present the results of the work in meetings and conferences with representatives from national governments, journalists and other stakeholders.
- Explore possibilities for collaboration across the Directorate for Education and Skills and the entire OECD.
Academic background
- An advanced university degree in statistics, education, economics or social sciences with a quantitative specialisation. A PhD is an asset.
Professional background and qualifications
- Minimum three, preferably five years of relevant experience in the production and analysis of indicators and data in national administrations, international organisations, think tanks or academia.
- In-depth familiarity with the literature and the policy debate on education, public finance and especially the intersection of the two fields.
- Proven ability to draft clear, concise, data-driven publications in different formats. A track record of academic and/or policy publications is an asset.
- Very strong quantitative skills including a very good command of modern microeconometric and statistical methods and several years of experience in using these methods in academic or policy research.
- Experience in co-ordinating projects involving multiple stakeholders. Experience in managing networks or working groups of government officials is an asset.
- The ability to prioritise tasks and to meet established deadlines is essential for the position.
Tools
- An excellent command of Stata or R and Microsoft Office is essential. Knowledge of both Stata and R and of other relevant programming languages and tools (Python, SQL, PowerBI, etc.) would be an advantage.
