The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 member countries that works to build better policies for better lives. The Directorate for Global Relations and Co-operation (GRC) supports the implementation of the Secretary-General’s strategic orientations by co-ordinating the Organisation’s relations with partner countries and with other international organisations. It advises the Office of the Secretary-General and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations. GRC also serves the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation’s work in delivering on the Organisation’s Global Relations Strategy and the Secretary-General’s strategic orientations.
GRC is looking for one or more Junior Policy Analysts/Policy Liaison Officers with knowledge and experience in several regions, including South East Europe, the Middle East and North Africa, Central Asia, the Eastern Partner Region, Latin America, China, India and Southeast Asia to perform a variety of roles involving research, policy analysis and advice, liaison and communications, and event management. The selected persons will perform a range of tasks in support of the delivery of the GRC Divisions’ work programmes, which encompass such policy domains as digitalisation, green growth and sustainability, trade and transport connectivity, business environment reforms, gender and SME policies. The selected person(s) will work under the supervision of the relevant Head(s) of Division in GRC.
**Main Responsibilities**
Research, analysis and drafting
- Undertake quantitative and qualitative research to analyse economic challenges and identify policy barriers of relevance for the programme of work. This may include any/all of the following: analyses of documentary and statistical material, identification of relevant policy issues, organisation of capacity-building activities, case studies and development of tools to assist countries with the implementation of policy priorities.
- Help identify policy reform options, recommendations and road maps for reform implementation, based on OECD good practice through country specific and regional projects.
- In collaboration with colleagues and external experts, draft and edit substantive documents, including synthesis reports, seminar proceedings, country case studies and analytical papers.
- Provide relevant background information to help inform strategic decisions regarding engagement with non-Member countries and OECD donors.
- Track and monitor results of OECD work with Partner countries.
- Keep abreast of ongoing work in the Organisation relating to the regional work of the Division, as well as reports and analyses published by news media, governments and international organisations that are relevant to the programme of work.
- In collaboration with colleagues, draft and edit key internal documents, including agendas, letters, speeches, talking points, communicatons materials, internal briefings and strategy documents.
Liaison and Outreach
- Under the guidance of the Head of Division, act as one of the central points of contact ensuring co-ordination and strong relationships with external and internal partners by liaising with permanent delegations, senior management within the Organisation, and with officials and other high-level stakeholders in partner institutions, Member and non-Member countries.
- Liaise with officials of OECD and non-OECD countries and participate in OECD fact-finding initiatives.
- Design and deliver high quality capacity building activities such as seminars and workshops, for a variety of audiences.
- Support the conceptualisation and organisation of high-level events, such as ministerial meetings and regional policy networks.
- Assist in the preparation of missions, international workshops and other peer-driven capacity-building initiatives.
