La cellule EAMA (Cellule éthique pour la prévention et le management des abus), basée à la Direction Générale, joue un rôle essentiel dans l’engagement pris par le Centre Opérationnel de Paris (MSF OCP) en faveur des comportement responsables dans notre espace de travail et de soin. Cet engagement se traduit par une approche déterminée et globale pour prévenir, détecter et gérer les situations d’abus sur personnes dans nos missions d’intervention.

La Cellule EAMA agit comme un mécanisme (alternatif à la voie opérationnelle) de signalement et de gestion de plaintes liés aux comportements responsables à MSF OCP. Son périmètre englobe l’ensemble des pays où OCP déploie des projets et son mandat cible les abus sur personnes.

Pour appuyer ses objectifs et activités, la cellule EAMA est à la recherche d’un second poste permanent de _Safeguarding investigator Advisor_.

**Mission**:
Ce poste travaillera en collaboration et complémentarité avec le premier poste de référent et investigateur qui a rejoint l’équipe voici maintenant 4 ans. Sous la responsabilité hiérarchique de la Responsable de la Cellule EAMA, ce poste gèrera les alertes et les signalements adressées directement à la Cellule EAMA par des employés ou des bénéficiaires de MSF. Il appuiera également les équipes sur le terrain dans la gestion de situations de comportements abusifs et dans l’apprentissage aux enjeux des comportements responsables. Ce poste travaillera dans le respect des standards et principes d’enquête définis par l’Organisation.

**Principales responsabilités**:
Gèrer les signalements et/ou de plaintes individuelles adressées à la Cellule EAMA
- Participer à la bonne réception des alertes/plaintes et à leur triage.
- Transférer les alertes/plaintes ne rentrant pas dans le périmètre de la cellule EAMA.
- Participer à l’analyse de risque et à l’élaboration d’une stratégie de gestion de plainte en tenant compte de cette analyse (enquête ou autre mode de gestion).
- Mener les investigations en qualité d’enquêteur. trice interne (en distanciel ou avec nécessité d’aller sur le terrain) quand une enquête a été décidée:

- Assurer l’élaboration d’un plan et d’une stratégie d’enquête; la conduite d’entretiens et de collecte de faits.
- Rédiger un rapport d’enquête, de conclusions claires et concises et de recommandations à destination de la Responsable de la Cellule EAMA.
- Proposer, selon les conclusions de l’investigation, des recommandations additionnelles envers les départements concernés.

Assurer la supervision d’enquêteur.trice externe:

- Assurer le rôle d’investigateur manager pour l’enquêteur.trice externe.
- Elaborer l’analyse de risque, la préqualification des allégations, le mandat des enquêteurs.trices.
- Superviser la conduite de l’enquête et s’assurer de sa qualité dans le respect des standard fixés.
- Approuver le rapport d’investigation et élaborer avec l’enquêteur.trice les recommandations pour présentation à la Coordinatrice de la Cellule EAMA.

Accompagner des coordinations sièges et terrain dans la gestion des situations d’abus reçues directement par la voie opérationnelle
- Conseiller les équipes terrains lorsqu’ils sont amenée à gérer directement des situations d’abus.
- Veiller à ce que les principes et standards d’investigation soient connus et appliqués.

Participer aux actions de prévention et détection des abus dans les projets de MSF
- Participer à la réflexion et conception d’action de détection avec les équipes terrain, en lien avec les plaintes.
- Participer aux briefings et débriefings des coordinateurs.

Contribuer à l’apprentissage de compétences sur les comportements responsables dans l’organisation
- Animer ponctuellement des sessions d’information, de sensibilisation et de formation à destination des personnes en charge de la mise en œuvre de la politique MSF en faveur des comportements responsables.
- Participer à des actions de sensibilisation & détection sur le terrain avec une visite terrain par an.

**Compétences professionnelles**

**Formation**:

- Formation en sciences sociales, en psychologie du travail ou en droit est un plus.
- Formation CHS en investigation est un plus.

**Expérience**:

- Une expérience de minimum 4 ans dans une organisation humanitaire internationale en tant que Coordinateur avec une solide compréhension des contextes et des opérations humanitaires (idéalement les opérations de MSF) est essentielle.
- Une expérience dans la gestion de plaintes est nécessaire.

**Langues**:

- Anglais courant C1 écrit et parlé, indispensable.
- Français bon niveau B2 écrit et parlé, nécessaire.
- Arabe bon niveau B2 écrit et parlé, est un plus.

**Qualités requises**
