OVERVIEW OF THE FUNCTIONS OF THE POST

The Section of Teacher Development (ED/PLS/TED) promotes clear understanding of the multiple and interconnected dimensions of teacher issues, as spelt out in the Incheon Declaration, among education stakeholders at global, regional and national levels through research and knowledge sharing. It provides policy advice and technical backstopping, as well as strengthen national capacities for the elaboration, the implementation and the monitoring of gender-sensitive, evidence-based, comprehensive teacher policies.

Under the overall authority of the Director, Policies and Lifelong Learning Systems Division, and the immediate supervision of the Chief of the Section for Teacher Development, the incumbent's major responsibilities include:
Coordinate and oversee the production of high-quality Global Report on Teachers and related knowledge products and communication products;
Work with the senior project team to assign sufficient resources and enable the on-time delivery of report milestones;
Ensure a diligent, high level of quality control is undertaken, in accordance with a designed quality management system;
Ensure that all report deliverables and milestones comply with the requirement of quality management system and associated documentation;
Ensure publication quality of background commissions and prepare them for online publication;
Liaise with production team to coordinate deadlines and accountability;

Maintain database of background commissions and associated budgeting;
Act as focal point for procurement responsibilities related to the Global Report, including background paper commissions, communications services, etc;
Strive for the continuous improvement of project reporting and associated guidance documents;
Monitor and track key deliverable deadlines and ensure that all iterative report editions are issued on time;
Coordinate review processes with stakeholders and serve as focal point for integrating edits and comments;
Undertake regular liaison between key project stakeholders, including staff and Editorial Board Members, to ensure that key project objectives are met;
Coordinate regional and national Global Report Launch planning with field office network and partners.

REQUIRED QUALIFICATIONS

Education

Advanced university degree (Masters or equivalent) in international development, public administration, business administration, social sciences, education, education planning, communication/information management or other related field.

Work Experience

Minimum of two years of professional experience as a project or programme c oordinator and/or in a similar position in one of the following areas of expertise: international education development, educational communication, teacher professional development, education policy is required

Experience in the development of M&E systems/processes and performance indicators.

Ability to develop rigorous approaches in terms of operational planning
Ability to draft complex concepts (including budgetary and financial information) in a clear and concise way for both internal and external use
Ability to work in a collegial manner and build partnerships both within and externally to UNESCO is desirable.
Strong analytical skills, result-oriented approach, and ability to identify key strategic issues, objectives, opportunities and risks, and familiarity with the use of results frameworks.
Good knowledge and understanding of the international development agenda, in particular in the field of education.
Proven ability to work independently and with minimum supervision.
Excellent interpersonal skills, including the ability to effectively deal with high-level researchers and institutions.
Excellent drafting skills and proven experience of producing technical and research reports.

Languages

Excellent knowledge (written and spoken) of English.

DESIRABLE QUALIFICATIONS

Work Experience

Experience working with authors, researchers, and production vendors.
Experience in a UN agency or similar organizations.
