Job Context This is a call for applicants interested in joining our pool of Operations and/or Area Managers in one of our 50 country programmes around the world. Depending on the set-up of the mission: The Operations Manager is located in the capital city. The Area Manager is located on a base, in the field. Your Mission Under the responsibility of the Program Director, as the Area Manager you contribute within the country where you are based to the implementation of the mandate and the 10-year strategy of Handicap International. You ensure optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. You share with all HI managers the responsibility of sound management and successful functioning of the global organization, through a paradigm chain. Your priorities will be to: Structure the base in terms of means and processes (teams, premises, coordination etc.). Launch and develop emergency intervention in the geographical perimeter while taking into consideration contextual changes. Mission 1: Management The manager should embody HI's values on a daily basis, serve as a role model, and guide the team by giving meaning to the strategy and translating it into operational objectives. They should encourage innovation, inter- and intra-departmental exchanges, and risk-taking. As an operational manager, they organise the team's work, manage performance, and solve problems. As a coach, they develop the team's skills, ensure commitment and professionalism, and compliance with the code of conduct and expected behaviours. Mission 2: Strategy and Steering Contribute to the development of the programme operational strategy, and to its implementation and annual monitoring. Implement the project part of the Programme’s Operational Strategy. Mission 3: Standards and Expertise Ensure deployment and compliance with HI global frameworks, institutional policies and standards. Mission 4: Operational Implementation Ensure the sound management and monitoring of projects under the manager’s responsibility. Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager and propose mitigation measures where relevant. Develop HI’s external influence (forums, operational and strategic alliances, etc.) and the external representation of the organisation (events, media) in the area of responsibility. Coordinate the teams in the area. Support the Director/Country Manager in monitoring security in their area and ensure adequate resources according to the context. Mission 5: Emergency Preparedness and Response Plan for emergency response in coordination with national and international partners. Ensure rapid and effective mobilisation of resources and staff during crises. How to Apply? Requirements You have at least 3 years of professional experience in Area/Field/project management in challenging humanitarian contexts, as well as experience working in complex and conflict-affected regions. You have proven experience in managerial and security management. You have experience in donor relations, external relations, fundraising and strategic positioning. You know how to design and coordinate complex emergency interventions. You have strong and solid management and communication skills. You are fluent in English (oral and written). You show strong organisational skills, you are autonomous and reactive. You are willing to travel frequently and work in remote, insecure areas. Salary from €2,870 gross/month upon experience. The per diem and hardship allowances will depend on the country of the mission. Paid leaves: 25 days per year. R&R: according to the level of the mission + possible transport/package support. Depending on the security level of the mission, the position can be open to couple or family (as from 12 months of mission) with associated package.
