Environment DirectorateThe OECD Environment Directorate (ENV) supports governments in implementing environmental policies that foster a cleaner, more resource‑efficient, low‑carbon, resilient and green growth path. The Directorate comprises around 220 staff members working on green growth, climate change, biodiversity, water, eco‑innovation, resource productivity and waste, environmental policy tools and evaluation, safety of chemicals, biotechnology and nanomaterials, sustainable finance, and links between environment and tax, agriculture, energy, transport, development assistance, trade and investment policies. DivisionThe Finance, Investment and Global Relations Division of the Environment Directorate (ENV/FIG) seeks a Junior Policy Analyst to support the division’s finance and investment work for environmental goals, notably in the Water, Energy and Land‑use Nexus programme in Central Asia (the Nexus programme). Job Description Main ResponsibilitiesConduct in‑depth research and analysis on selected topics, drafting policy briefs, articles, synthesis reports and other analytical materials under the Nexus programme. Priority areas include private‑sector engagement for the water‑energy‑land use Nexus approach, finance for climate change adaptation, and support for national green economy strategies in Central Asia.Review project deliverables from consultants and submissions from national stakeholders to ensure alignment with the Nexus work programme and contribute to its progression.Support the development of key project documentation including terms or references for specific pieces of work, concept notes, agendas and summary records for events and meetings.Prepare talking points, speeches and background material for the Nexus programme in coordination with ENV colleagues and other relevant Directorates.Draft presentations, briefing materials and speeches to enhance the Nexus programme’s presence in internal and external meetings, missions and events. Liaison, Outreach and CoordinationLead the preparation of in‑person and online programme seminars, conferences and workshops (internal, national, regional and international) in collaboration with internal and external partners, relevant national/regional counterparts and other stakeholders.Support the Nexus programme lead and team members in engagement with the Central Asia countries and its partners by preparing letters, arranging bilateral meetings, preparing for missions and other tasks.Contribute to emerging programme‑wide horizontal activities, such as water finance policy dialogues, Nature‑based Solutions, sustainable infrastructure, climate adaptation investment, in liaison with relevant colleagues within and beyond the Environment Directorate and in close collaboration with external consultants.Contribute to outreach and communication activities, including preparation of material to promote major outputs and messages at key internal and external events; contribute to efforts to ensure that messages and perspectives from the Nexus project are reflected in wider areas of OECD work and are clearly communicated.Keep up to date with international environmental issues relevant to or within the Central Asia region and contribute to ad hoc projects and tasks as required. Qualifications Academic BackgroundAn advanced university degree in environmental policies, economics, water, energy or land resource management, or a closely related field. Professional BackgroundAt least 2 years of relevant professional experience in an international environment dealing with public policy on natural resource management such as water, land and energy, as well as on environmental management or climate change adaptation and mitigation.Excellent knowledge of a broad range of economic and environmental issues, obtained through work in the context of development cooperation, or at an international organisation, development agency or a national administration.Advanced analytical and drafting skills; proven experience in developing concise and pertinent analyses of environmental, climate or natural resource management policies and practices.Ability to communicate effectively with colleagues, delegations, government officials and other stakeholders in a multicultural environment.Excellent understanding of OECD structure, processes and systems.Capacity to work under tight deadlines and to adapt to changing priorities.Knowledge about the regions where the Nexus programme implements activities would be an asset. LanguagesFluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.Knowledge of other languages relevant to the Nexus programme work (e.g., Russian and the local languages in Central Asia) would be an asset. Contract Duration13 month fixed‑term appointment, with the possibility of renewal to a maximum of 36 months.
