Economist(s)-Policy Analyst(s) – Semiconductors Organisation for Economic Co‑Operation and Development (OECD) is an international organisation comprising 38 member countries. It builds better policies for better lives, promoting evidence‑based international standards and solutions to global social, economic and environmental challenges. The Science, Technology and Innovation (STI) Directorate supports Member countries in translating science, technology and knowledge into innovation to create economic and social value. Within STI, the Digital Connectivity, Economics and Society (DCES) Division develops evidence, analysis and policy recommendations on critical digital topics, including semiconductors. The Productivity, Innovation and Entrepreneurship (PIE) Division analyses micro‑economic drivers of growth, productivity, employment, business dynamism and innovation. STI seeks an Economist/Policy Analyst to support two semiconductor work streams: country studies on local ecosystems and a semiconductor network (SIEN) for supply‑chain transparency. Job Description Main Responsibilities Lead policy and economic analysis in the semiconductor area, including cross‑disciplinary comparison, developing policy recommendations and drafting reports, policy briefs and other deliverables. Lead the analysis and drafting of country semiconductor ecosystem studies and reports for the SIEN and OECD Committees, leveraging team contributions. Manage delivery process, project milestones and supervise junior team members as needed. Develop and analyse data sources and databases on semiconductors, integrating quantitative and qualitative information. Support diplomatic engagement on policy incentives for semiconductor value‑chain resilience and diversification. Prepare events, speeches and briefing notes as required. Contribute to other DCES and PIE work streams as needed. Liaison and Communication Collaborate with colleagues across STI and the OECD in digital, innovation, industrial, economic, trade, skills or global relations. Strategic planning and organise meetings of national government delegates and experts from the private sector, civil society, labour unions, internet technical community and academia. Liaise with processes at the UN, G20, G7 and other international forums. Maintain professional contacts within the OECD, delegations and external experts when appropriate. Enhance external visibility of DCES and PIE Divisions by organising, participating and presenting at workshops and conferences. Qualifications Academic Background Advanced university degree in engineering, economics, public policy, law, computer science, social sciences or a related subject. Professional Background Minimum five years in policy analysis, ideally in semiconductor policy. Excellent drafting skills with capacity for high‑quality analytical and policy work. Experience in analytical writing and comparative analysis. Relevant project‑management experience and ability to contribute to multidisciplinary projects. Tools Proficiency with standard Microsoft software. Strong knowledge of main semiconductor databases available in international and national agencies and the private sector. Experience with IT tools for data management and analysis and a desire to learn the OECD’s technical environment. Languages Fluency in one of the OECD official languages (English or French) and a good working knowledge of the other. Knowledge of another language is an asset. Please note that our Rules and Regulations stipulate the mandatory retirement age is 67. Contract 13‑month fixed‑term appointment, with possibility of renewal up to a maximum of 36 months.
