Under the responsibility of the Project HSE Manager, your main responsibilities will be to lead and support all Health, Safety, and Environment (HSE) activities related to the EODC construction scope of work, including the management of Crew Transfer Vessels (CTV), Guard Vessels, and activities on newly installed foundations (preservation). You will also provide HSE expertise and back‑up support to the O&M HSE Manager for activities at the O&M Base in Ouistreham and on the installed Offshore Substation (OSS) for preventive and corrective tasks. The role is full‑time and based at our O&M/Construction base facilities in Ouistreham, with the mission expected to start early/mid‑February 2025 (with a handover period) and continue until the end of December 2027. Key responsibilities Act as the HSE leader and support for port, offshore/onshore package activities, OSS, and O&M Base activities, providing back‑up to the existing O&M HSE Manager. Develop and maintain project HSE processes and procedures, including the Project Delivery Plan (PDP) and contribution to Risk Assessment and Method Statements (RAMS) for construction and O&M activities (e.g., FOU/OSS preservation/maintenance, CTV/GV operations, and O&M Base). Oversee and control the project Permit to Work (PTW) system, including coverage for the dedicated EODC PTW coordinator during their absence (2 days per week, likely from September 2026). Coordinate the project/construction PTW (Vissim) system, ensuring compliance with HSE sections, including HSE inductions and verification of qualifications. Review contractor procedures, method statements, HAZID/risk assessments, weekly/monthly meetings, PPSPS, and develop specific procedures as required. Support the EODC Offshore Construction team with HSE‑related documentation, procedures, and risk assessments. Provide HSE advice and support to the EODC Construction Manager, BOP, and commissioning teams at the construction base. Conduct regular HSE inspections at FOU/IAG/WTG/OSS sites (offshore and onshore locations such as Cherbourg and Le Havre) and perform vessel HSE inspections/surveys. Attend and contribute to COU‑related meetings, including weekly HSE project meetings, monthly HSE meetings, quarterly HSE reviews, daily SIMOPS calls, daily OSS calls, and other relevant construction/O&M meetings. Participate in weekly HSE meetings with offshore representatives and attend toolbox talks on‑site, coordinating HSE campaigns in conjunction with the project. Facilitate offshore HSE inductions at the construction base for occasional interventions and support PPE management at the O&M Base. Manage EODC HSE equipment at the O&M Base (e.g., rescue kits, gas detectors, confined space equipment), including periodic inspections and site storage. Issue HSE Observations (positive or negative) and monitor the implementation of corrective or preventive measures on‑site (construction, OSS, O&M Base). Review incident investigations with contractors, ensure agreed timelines are met, and launch incident review meetings as required. Record incidents in Intelex (EDF Ps reporting tool) and perform incident investigations for EODC Construction or O&M incidents. Monitor contractor incidents, including investigation and action closure, and track HSE performance and KPIs related to the construction perimeter. Support, launch, and deploy relevant HSE communications (e.g., Safety Breakfasts) and structure project HSE department documentation for construction and O&M activities. Lead emergency drills related to construction activities (e.g., GC, CTV, FOU rescue), O&M facilities, and OSS. Collate all signed Plan de Prévention (PdP), record them in the dedicated folder, and update the PdP register. Profile & Qualifications Bachelor’s or Master’s degree in HSE, Engineering, Environmental Science, or a related field. Minimum of 5 years of experience in HSE roles, preferably in the offshore wind, oil & gas, or construction industries. Strong knowledge of HSE regulations, standards, and best practices (e.g., ISO 45001, OSHA, OHSAS 18001). Experience with Permit to Work (PTW) systems, risk assessments, and incident investigation. Proficiency in HSE management software (e.g., Intelex, Vissim) and Microsoft Office Suite. Excellent communication and interpersonal skills, with the ability to engage effectively with stakeholders at all levels. Fluency in English and French (written and spoken). Ability to work in a dynamic, multicultural environment and manage multiple priorities under tight deadlines. Strong problem‑solving skills and a proactive approach to HSE challenges. Certifications such as NEBOSH, IOSH, or equivalent are highly desirable. Experience with offshore wind projects or similar large‑scale construction projects is a plus. Conditions The role is full‑time and based at the O&M/Construction base in Ouistreham, France. Occasional travel to offshore sites, onshore locations (e.g., Cherbourg, Le Havre), and other project‑related sites may be required. Working hours will follow local regulations and company policies, with flexibility required during peak construction phases or emergencies. The mission is expected to start early/mid‑February 2025 (with a handover period) and continue until the end of December 2027.
