The Directorate for Employment, Labour and Social Affairs (ELS) is the focal point for the OECD’s work on building more inclusive and fair societies through policy advice related to quality jobs, social protection, continuous investment in human capital, reduction in poverty, social exclusion and discrimination, better health-care systems and good management of migration flows. The Directorates work involves a mix of analytical and policy-oriented research which is conducted in a dynamic, multicultural environment by a team of highly-qualified and experienced economists.
- ** Labour market and social inequalities, the integration of vulnerable groups, and tailored poverty alleviation**, including analysis of recent and longer-term trends in the inequality of labour market outcomes, incomes, and social mobility, as well as of the socio-economic barriers facing disadvantaged groups, and on countries’ existing approaches to support them;
- ** The inclusion of LGBTIQ+ individuals and visible minorities,** with the aim of assessing their socio-economic situation, identifying effective policy responses, and supporting countries in implementing these measures through robust monitoring and evaluation frameworks;
- ** Research and policy analysis using linked employer-employee data (LinkEED 2.0)**, including on issues such as job displacement in the green transition, the role of job mobility for firms and workers, the integration of migrants and gender wage gaps within firms;
- ** Working-age benefits and social protection**. This workstream provides empirically founded advice to support countries in identifying and addressing the challenges of ageing societies and their social protection systems.
- ** Supporting households through a green transition**, monitoring the distributional impact of climate change and climate change mitigation to inform countries’ policy strategies, facilitate a just transition, and design cost-effective support measures.

**Job Description** Main responsibilities**

Research and analysis
- Identify and analyse policy-relevant issues in the topic-relevant work area.
- Draft reports and publications in collaboration with colleagues and external experts.
- Prepare policy briefs and presentations to summarise research and reports for non-technical audiences.
- Undertake analysis of micro-data, including from national labour force surveys, household surveys, and administrative data, including linked employer-employee data.
- Participate in the general work of the Directorate, including drafting of briefing material and speeches for senior OECD officials, reviewing, and drafting analytical and policy documents as well as contributing to horizontal and intra-directorate projects as appropriate.
- Supervise the work of statisticians and manage external consultants, where necessary.

Liaison and outreach
- Represent the OECD in external seminars and conferences and deliver presentations.
- Develop and maintain strategic working relations with senior officials in member country administrations and other international organisations, as well as with academics.
- Organise fact-finding missions (virtual and in person) and workshops and participate actively in missions to member and non-member countries, as required.
- Keep abreast of relevant economic policy developments in selected member and non-member countries.
- Keep abreast of developments in the relevant academic literature.

Academic Background
- An advanced degree in economics or a different relevant field of study, with a specialisation on labour markets and/or social policies and a strong foundation in quantitative analysis and statistics. A PhD is considered an advantage.

Professional Background
- A minimum of five years of experience of applied research and policy analysis in the area of labour economics and/or social policies, acquired in a national administration, international organisation, university or research centre. A PhD is counted towards these five years.
- Strong knowledge of quantitative analysis and statistics. Prior experience with the use of large-scale survey or administrative data is an advantage.
