Job Description

NTU International A/S is seeking a highly skilled Senior ICT Policy and Regulatory Expert to join our team for a new EU funded project PRIDA Digital Africa II.

Main Objective:

The main objective of this assignment is to provide technical assistance to support the African Union Commission (AUC) in accelerating the implementation of the Digital Transformation Strategy for Africa (AU DTS) at continental level.

Key Responsibilities:

  • Provide technical assistance to the AUC in developing and implementing digital policies and regulations.
  • Support the AUC in identifying and addressing challenges in regulating the digital landscape in Africa.
  • Develop and implement effective solutions to promote digital transformation in Africa.
  • Collaborate with government agencies, regulatory bodies, and international organizations related to ICT.
  • Contribute to the development of digital market-related policies, legislations, and regulations.

Requirements:

  • Master's degree in a relevant field such as law, LLM in ICT & Telecommunication Laws, or a relevant discipline.
  • At least 10 years of relevant experience in the field of ICT policy and regulation and digital markets.
  • Advanced level English or French (at least C1) is required, and proficiency in other official languages of the AU is an asset.
  • Strong interpersonal, presentation, and communication skills, including report writing.
  • Knowledge of ICT policies and regulations at national and international levels, and familiarity with regulatory implications of ICT & digital landscape.

Preferred Qualifications:

  • Experience in project management, including planning, execution, and monitoring.
  • Knowledge of Africa's digital landscape and the AU context, including DTS, Continental Harmonisation Strategy, and AfCFTA.
