About the Role

The Aga Khan Academies is seeking a highly experienced and skilled Project Director to lead the Sebzor HPP Construction Project. As a key member of our team, you will be responsible for overseeing the successful construction and commissioning of the project.

Key Responsibilities

  • Act as the focal point for engaging with the Project Management Consultant, Civil and Electromechanical Works Contractors, and the KfW technical team.
  • Lead the Project Implementation Unit (PIU) in achieving project objectives, timelines, and budget targets.
  • Lead the hiring process of the PIU team and set up the team structure.
  • Assemble the jobsite office and equipment requirements.
  • Monitor and maintain the project construction schedule every week.
  • Ensure thorough cost controls of the relevant contractors on behalf of the Employer.
  • Raise and discuss relevant issues at the job site meetings and ensure thorough follow-up with the relevant stakeholders.
  • Monitor site safety and ensure that the requirements of the Occupational Health and Safety (OHS) standards are enforced.
  • Ensure completion of and track all independent testing and inspections as required by the relevant authorities, laws, relevant legislation, and national standards.
  • Issue monthly progress reports including summary of work performed, monthly cost forecasting, brief OHS section, and invoicing to the Employer.
  • Maintain and enforce good construction standards and quality control.
  • Prepare monthly cost forecasting summaries.

Requirements

  • Bachelor's degree or higher in Civil, Mechanical, or Electrical Engineering specializing in infrastructure, particularly in the construction of hydropower plants.
  • At least 15 years of hands-on work experience in the management/leadership of construction and/or rehabilitation of numerous hydropower projects.
  • Extensive experience in the preparation of detailed cost estimates, cost control, capital program management, financial, and project schedule reporting.
  • Understanding of FIDIC and MDB projects preferred.
  • Experience in managing projects of the value of US$50 million and above.
  • Extensive hands-on experience with most of the following elements of hydropower construction/reconstruction: tender preparation, tender evaluations, contract negotiations, contract administration, contract supervision, and claims management.
  • Manage problem-solving processes with respect to design, construction, and coordination issues associated with hydraulic turbines, alternators, excitation systems, governor systems, plant electrical and mechanical systems, waterway civil structures (concrete and earthen), powerhouse super structure and substructure, hydraulic steel structures, cranes, hoists, spillway gates, reservoir management, and flood routing.
  • Experience in overseeing site provisions for employee occupational safety and health programs.
  • Experience in managing multicultural project teams on hydropower construction/reconstruction projects, preferably in developing countries.
  • Experience in working and communicating with local and national authorities on hydropower projects of national importance is preferable.
  • Proven leadership ability, professionalism, organizational capacity, and proven ability to effectively transfer knowledge and provide training of resources.
  • Ability to systematically analyze complex problems, draw relevant conclusions, and implement appropriate solutions.
  • Advanced knowledge of the English language is required. Knowledge of Tajik and Russian would be an asset.
  • Excellent negotiating and persuasive skills, both in one-on-one and group situations.
  • Proficient computer skills, Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).
  • Ability to multitask, prioritize, and manage time efficiently.
  • Accurate and precise attention to details.
