The Capital Project Specialist (Facilities Project Manager) plays a crucial role in identifying and addressing campus maintenance needs, working closely with college administration to ensure timely resolution. This position oversees the scoping, planning, and construction of minor and moderate capital projects, collaborating with colleges, state and local agencies, and private-sector consultants. Additionally, the Capital Project Specialist administers Job Order Contracting projects and provides technical assistance to Facilities Support Services staff and college representatives on facility matters.
Key Responsibilities- Determine minor and moderate maintenance needs, assist with funding requirements, and prioritize projects based on urgency and available funding.
- Assist colleges in initiating work and monitoring approved projects through completion, performing audits to verify work was performed per required procedures.
- Develop and maintain project documentation, assist in developing proposed plans and drawings, and maintain up-to-date project information on college buildings and infrastructure.
- Assist Capital Project Managers with moderate to major capital projects, providing programming information gathering during design and performing assigned construction observation duties during construction.
- Represent Facilities Support Services at pre-bid conferences and pre-bid site visits, ensuring compliance with bid procurement protocols.
- Assist the BAS Manager in monitoring and administering the Mechanical Maintenance Contract, including monthly status meetings with the college and vendor.
An Associate's Degree in Architecture, Engineering, Construction Management, Construction Technology, Business, or a related field, along with four years of relevant experience or equivalent, is required. Certification as an Engineer-In-Training (EIT) recognized by the Kentucky Board of Engineers and Land Surveyors may substitute for one year of experience. Six years of engineering and/or construction-related experience may substitute for the required bachelor's degree.
Preferred QualificationsA Bachelor's Degree in Architecture, Engineering, Construction Management, Construction Technology, Business, or a related field, along with six years of relevant experience or equivalent, is preferred.
