ROLE OVERVIEW

Under the authority of the Assistant Director-General for the Social and Human Sciences Sector, and with direct supervision from the Chief of the Inclusion, Rights, and Intercultural Dialogue Section, the Programme Specialist is tasked with conducting in-depth research, engaging academic partners, and overseeing the implementation and assessment of projects within the Inclusion, Rights, and Intercultural Dialogue Section. This role is pivotal in promoting human rights-oriented scientific ecosystems aligned with universal principles, as outlined in the UNESCO Recommendation on Science and Scientific Researchers.

The incumbent will operate within the frameworks of UNESCO's strategic objectives and global development agendas, guiding the technical development of various projects funded through core and voluntary contributions. Responsibilities include evaluating project feasibility, fostering collaborations, and managing relationships with key stakeholders to provide expert technical guidance.

KEY RESPONSIBILITIES

  • Research and Knowledge Development: Conduct and coordinate comprehensive research to identify trends and solutions that enhance human rights-based scientific ecosystems, focusing on the safety and freedom of scientists. Produce high-quality, policy-relevant knowledge outputs.
  • Technical Advisory: Offer expert advice to stakeholders on policies and mechanisms that address challenges to scientific freedom and safety, and build trust in science-driven decision-making.
  • Programme Execution: Oversee the implementation, monitoring, and evaluation of projects related to the UNESCO Recommendation, ensuring alignment with research, capacity-building, and advocacy goals.
  • Partnership Development: Cultivate and maintain relationships with UN agencies, development banks, NGOs, and academic institutions to enhance collaboration and knowledge sharing.
  • Resource Mobilization: Engage in resource mobilization efforts by developing proposals and fostering relationships with potential donors to enhance the programme's credibility.

QUALIFICATIONS

Education: Advanced university degree in Social and Human Sciences or a related field. Expertise in human rights within UNESCO's domains is essential.

Experience: A minimum of four years of progressive professional experience in social sciences research, with at least two years at the international level. Proven track record in leading research initiatives and managing knowledge-driven projects.

Skills: Strong analytical, organizational, and project management skills, with excellent communication abilities in both written and oral formats. Capacity to work collaboratively in a multicultural environment and manage relationships effectively.

LANGUAGES: Proficiency in English and a good command of French is required.

DESIRABLE QUALIFICATIONS

PhD in Social Sciences with a focus on relevant themes such as inequality, governance, or societal change. Familiarity with UNESCO's intergovernmental processes is advantageous.

An assessment exercise may be utilized in the evaluation of candidates.
