Role Overview
The Directorate of Information Systems (DSI) oversees the corporate IT landscape of the CEA. This department is responsible for establishing strategic directions, enhancing the architecture of shared resources and applications, developing national digital services, and ensuring their secure and efficient operation.
Key Responsibilities
- Contribute to the formulation of purchasing strategies within designated areas.
- Oversee the progression of agreements, including benchmarking and participation in specialized events.
- Collaborate with the Procurement Division to define purchasing strategies.
- Execute prescriptive responsibilities throughout procurement processes for contracts.
- Draft specifications, assess associated risks (including GDPR and intellectual property), and analyze offers.
- Monitor contract execution and ensure the quality of services provided by contractors.
- Create and manage dashboards to track service quality.
- Facilitate and lead steering committees and operational oversight meetings with suppliers.
- Address recurring non-conformities and manage related action plans.
- Evaluate the eco-responsibility impacts of acquired solutions and incorporate actions into specifications and operational oversight.
- Promote agreements within the CEA by updating internal resources and procurement catalogs.
- Engage with departmental correspondents to address their inquiries.
Candidate Profile
The ideal candidate holds a Bac + 5 degree (engineering school or university), preferably in computer science. A solid understanding of standard IT tools and a genuine interest in technology are essential. The candidate should possess strong collaborative skills, autonomy, attention to detail, and the ability to effectively report on progress. Proficiency in leading meetings and excellent writing and synthesis skills are also required.
