Position Title: Head of Employee Experience (Human Resources)

The European Metropolis of Lille, a collaborative public entity, serves over a million residents across 95 municipalities. With a strong commitment to ongoing training, they provide excellent opportunities for professional growth.

Within the Human Resources division, the Employee Experience department comprises nearly 75 professionals organized into six key areas:

  • Training and Documentation Services
  • Social Services, Concierge, and Dining Services
  • Social Protection and Pension Unit
  • HR Reception Team
  • HR Liaison Services

Reporting to the Deputy General Director of Human Resources, the Head of Employee Experience will primarily focus on:

  • Leading the management team to ensure a comprehensive understanding of departmental and HR challenges, facilitating effective communication, and fostering a positive work environment to engage employees.
  • Overseeing the execution of the department's initiative to create a cohesive employee HR journey that aligns with employee needs and the HR policies of the European Metropolis of Lille.
  • Designing and managing the interface between the HR department and employees, managers, and other divisions, emphasizing continuous improvement through the management of associated entities.
  • Driving the implementation of a comprehensive internal mobility and professional development strategy.
  • Developing services and tools for professional growth related to internal mobility initiatives.
  • Enhancing the catering services with a focus on continuous improvement.
  • Supervising the implementation of supplementary social protection measures.
  • Managing social protection and pension matters in a cross-departmental context, prioritizing employee and manager relationships while ensuring compliance with employer obligations.
  • Establishing and monitoring performance indicators to evaluate various programs (training, professional development, work environment, catering services, social initiatives, etc.).
  • Guiding and supporting entity projects as part of the department's overall strategy.

As a civil servant, you possess substantial experience in a comparable role, with expertise in HR that integrates strategic oversight and team leadership.
