FUNCTIONS OF THE POSITION

Under the overall authority of the Assistant Director-General for Education (ADG/ED) and the direct supervision of the Chief of Section for Global Citizenship and Peace Education, the incumbent will act as a Programme Specialist focused on UNESCO's initiatives concerning global citizenship, peace, and human rights education. The role encompasses the development and execution of a diverse range of projects aligned with the Section's strategic priorities. The incumbent will oversee the follow-up actions related to the adoption of the Recommendation on Education for Peace, Human Rights, and Sustainable Development (2023), manage the reporting processes, and provide guidance to countries on implementation strategies, particularly in educational planning. This includes designing and coordinating research, as well as creating policy guidance documents in collaboration with various partners and institutions. The incumbent will also be responsible for resource mobilization to support the Section's operational plans through project proposal preparation and negotiations with funding entities.

Key Responsibilities:

1. Follow-up on the 2023 Recommendation:

  • Develop and advocate for the use of policy and practical guidance related to the Recommendation, including tools for target populations.
  • Coordinate the reporting process and assist countries in fulfilling their reporting obligations.
  • Design and lead research initiatives on relevant topics.
  • Facilitate policy learning among countries to enhance implementation.
  • Promote the Recommendation through impactful communication efforts.
  • Support the network of country focal points for the Recommendation.

2. Global Citizenship, Peace, and Human Rights Education:

  • Provide strategic direction for UNESCO's activities in global citizenship and peace education, engaging Member States and partners.
  • Guide and monitor regional and field offices, offering technical advice and resources for capacity development.
  • Encourage policy peer learning among countries to leverage UNESCO's experience.

3. Ensure collaboration with other UNESCO sectors and education-related areas relevant to the role.

4. Contribute to resource mobilization through active fundraising and project proposal development.

5. Maintain strategic partnerships to advance the Section's programmatic objectives and ensure effective communication of results.

REQUIRED QUALIFICATIONS

Education: Advanced university degree (Masters or equivalent) in Social or Human Sciences, History, Education, Political Science, or related fields.

Work Experience: Minimum of 7 years of progressively responsible experience in peace and human rights education, civic education, or global citizenship education, with at least 3 years at the international level. Proven experience in project management, policy advice, fundraising, and partnership development.

Skills: Strong understanding of education challenges related to global citizenship, analytical skills, strategic planning, and effective communication in multicultural environments.

Languages: Excellent knowledge of English or French, with a good working knowledge of the other.
