In this pivotal role, you will report directly to the head of budgetary execution management. Your primary duty will be to oversee the daily operations of the accounting team, ensuring that all financial activities are executed with precision and excellence. This position is integral to a decentralized financial and accounting framework, necessitating ongoing collaboration with various departments and the public finance center.
Qualifications: A Bachelor's degree in accounting management or equivalent experience in a comparable position.
Key Responsibilities:Team Leadership:
- Coordinate and adjust the workload of the accounting team, redistributing tasks as necessary to accommodate constraints and absences.
- Establish and formalize operational procedures to enhance team efficiency.
- Set performance goals for the accounting team and conduct annual evaluations.
- Identify and address training needs within the team to foster qualitative improvements in financial execution.
- Deliver training and mentorship to ensure the achievement of quality standards.
Quality Control and Assurance:
- Evaluate the quality of financial execution (including third-party transactions, allocations, supporting documentation, and deadlines) and develop indicators and dashboards for reporting.
- Serve as a secondary contact for accounting representatives and credit managers, providing support to accounting personnel in decentralized functions.
- Centralize communication with the Public Finance Center regarding routine inquiries related to revenue and expenditure accounting.
Specialized Activities:
- Engage in and contribute to initiatives aimed at modernization, optimization, simplification, and documentation within the department or organization.
- Recommend enhancements based on comprehensive operational insights gained from stakeholders involved in the revenue and expenditure processes.
- Co-facilitate training sessions alongside the department head for accounting representatives and credit managers.
- Act as the interim department head in the absence of the primary leader.
Desired Profile:
- In-depth knowledge of local public accounting regulations.
- Strong leadership and team management capabilities.
- Familiarity with contemporary accounting nomenclature.
- Proficiency in financial management software and standard office applications.
- Excellent interpersonal and written communication skills.
- Ability to work collaboratively, demonstrate autonomy, innovate, and maintain a methodical approach.
