About the Role

As a Project Manager within our esteemed team, you will play a pivotal role in shaping the future of data management within the Ministry of Economy, Finance, and Digital Sovereignty. Your expertise will be instrumental in overseeing the development and implementation of the SIRENE project, a groundbreaking initiative focused on collecting, enriching, and delivering critical data to a diverse range of clients.

Project Overview

SIRENE is a two-phased project designed to revolutionize our data management processes. The first phase (SIRENE v1) aims for production launch in December 2026, followed by the second phase (SIRENE v2) with its production launch in December 2027. This ambitious project involves close collaboration with various stakeholders across the Ministry's information system.

Key Responsibilities

  • Provide technical leadership and guidance to a dedicated development team of nine individuals, including a Lead Tech and another Project Manager.
  • Facilitate workshops and discussions with both internal business units and external partners (MOA) to ensure alignment on project objectives and requirements.
  • Design and maintain the technical architecture for the SIRENE project, ensuring scalability, reliability, and adherence to best practices.
  • Collaborate with the team to accurately estimate project tasks, prioritize work items, and develop a comprehensive project plan.
  • Actively participate in functional testing campaigns, contributing to the development of test plans and scenarios.
  • Monitor deployments across various technical environments, ensuring smooth transitions and minimal disruption to existing systems.
  • Maintain meticulous documentation throughout the project lifecycle, encompassing technical specifications, user manuals, and operational procedures.
  • Adhere to established application architecture principles and internal development frameworks to ensure consistency and maintainability.
  • Proactively diagnose production incidents and investigate anomalies, working collaboratively with developers to resolve issues efficiently.
  • Manage the technical environment for the project, ensuring optimal performance and security.

Required Skills and Experience

  • Proven track record of leading technical teams for a minimum of five years.
  • Experience in managing large-scale projects with complex technical requirements.
  • Exceptional communication skills, enabling effective collaboration with diverse stakeholders.
  • Strong understanding of JAVA J2EE Spring framework and its applications.
  • Expertise in service-oriented architecture (SOAP), REST API design, and Swagger documentation.
  • Proficiency in Linux system administration (CentOS) and networking fundamentals.
  • Familiarity with development tools such as Maven, Gitlab, Eclipse, VSCodium, and Jenkins.

Preferred Skills

  • Experience with Agile methodologies, particularly Scrum, and a willingness to adopt SCRUM practices within the team.
  • Knowledge of Datalake, APIM, and cloud computing technologies.
  • Experience in performance and volume testing to ensure system scalability and reliability.
