**Destination/ Roadmap**

The purpose of the Group & France Purchasing Department is to contribute to the sustainable and differentiating performance of TRANSDEV Groupe through professional supplier relationship management, anchored in operations and positioned in a manner consistent with the supplier market.

The Department's mission is to:

- Continuously optimize the Quality / Overall Cost ratio of external expenditure
- Contribute to controlling the risks inherent in supplier relations (financial failure / dependence / contractual / regulatory / corruption / image / CSR / etc.)
- Support TRANSDEV's strategic positioning

**Missions**

The Railway Purchasing Leader is responsible for the following:
**Rail Maintenance Purchasing Portfolio Management**
- Consolidates, analyzes evolution, and rationalizes expenses over time by prioritizing actions according to a stakes/effort’s matrix
- Proposes the performance plan on its purchasing families in connection with key prescribers in order to achieve the savings objectives set
- Deploys existing contracts
- Advises operational staff in the identification of the right need, the clarification of specifiers and the drafting of specifications
- Implements supplier consultation & contracting processes in compliance with the regulatory framework

**Deployment of contracts**
- Designs the communication media necessary for the proper use of contracts and ensures their deployment with the support of its Purchasing Portfolio Manager
- Sets up price catalogs when the product/service allows it
- Analyzes contract deployment rates and proposes the implementation of actions leading to contract enforcement wherever it makes sense
- Conducts reframing actions in Framework Agreements with the support of Management

**Supplier relationship management**
- Ensures supplier panel compliance
- Proposes and implements a risk control plan
- Manages contract reviews
- Proposes strategic suppliers and contributes to the implementation of appropriate devices (innovation, value analysis, etc.)
- Defines progress plans related to the vendor evaluation process

**Support in the rail tender phase**
- Contribute to the competitiveness, risk management and differentiation of TRANSDEV in the commercial phase by carrying out the appropriate purchasing actions

**Compliance with processes, methods and proper use of the tools in place within the Management**
- contractual basis, action plan, entry of gains, KYC, regulatory compliance, comparator, consultation platform, supplier database, sourcing tools, etc.

**Group Coordination**
- Participates in workshops with experts from other countries on its perimeter
- Improve coordination with the biggest spenders by relying on country buyers
- Contribute to the development of Category Management in the main countries
- Develop and monitor country action plans
- Analyze contracts, supplier markets, trends, cost structures, evolution of offers, etc.
- Support complex rental purchase projects
- Helping the country deliver and enhance procurement performance

**Required Education and Experience**
- Minimum 3 years’ experience on a similar position
- Existing purchasing experience in the families managed
