The governmental affairs manager within the External Affairs team is tasked with building an institutional and political environment favorable to therapeutic innovation for equitable and sustainable access for patients. He/she builds a strategy aligned with the priorities of the affiliate and leads the action plan implementation to strengthen the reputation of J&J IM France as a key, responsible, and legitimate healthcare actor in the long term, contributing to the improvement of the healthcare system.

MAIN ACTIVITIES:
SHAPE. Building the government affairs strategy and leading its operational implementation
- Applies highly developed knowledge of the current regulatory environment and political landscape to contribute to commercial decisions and innovation strategies based on the companies’ interests
- Contribute to build the national J&J IM government affairs strategy on priority themes of the affiliate delegated to him/her in order to facilitate rapid and sustainable access to J&J IM medicines by collaborating with the internal France/Europe/Global teams and external stakeholders.
- Identifies and proactively communicates on the main issues, risks and opportunities (societal and political) that may affect the affiliate with close collaboration with the relevant functions and adjusts the tactical plan accordingly if necessary.
- Contributes to making short
- and long-term strategic decisions thanks to risk and impact analyses.  Identifies communications and engagement opportunities with industry coalitions and advocacy groups in order to disseminate information on the organization’s policy agenda
- Builds the action plan and leads the implementation with internal teams and with external stakeholders,
- Regarding the validated strategic roadmap, establishes and maintains relationships of trust with stakeholders, in particular with the members of the National Assembly/Senate, ministries, and the civil service, through regular dialogue with decision-makers at the national and regional levels. This involves identifying key targets, prioritizing resources, and developing appropriate programs (external engagement plan)
- Shape the external debate on strategic topics thanks to language elements with robust argumentation
- Proposes and monitors specific associated budgets, and manages coordination with external suppliers,
- Contribute proactively to the deployment of the European strategy in the area delegated to him and interact proactively and regularly with the European EMEA and Global teams as necessary to carry the voice of France.

SHAPE - Contribute to representing the J&J IM France affiliate to the various bodies
- Contribute to making known and understanding the activities and challenges of J&J IM France among public decision-making actors involved in health, political, institutional, and economic topics (opinion leaders, think-tanks, government, administrations, parliamentarians)
- To contribute to building the reputation of J&J IM France as a privileged and trusted partner. Gives visibility to the general management of the subsidiary with the relevant stakeholders at the level of legislative, executive and professional associations.

SHAPE. Strategic Intelligence & Policy analysis
- Monitors the evolution of laws, regulations, and health policies to gain insight on potential strategy and/or policy modifications.
- Carries out impact assessments of new legislative, regulatory, tax and other executive body activities in coordination with the appropriate internal Janssen teams, trade associations such as LEEM and Agipharm to better understand the considerations, needs and behavior of stakeholders as well as to assess the level of impact for the subsidiary (risks and opportunities)
- Ensures continuous monitoring and deciphering the European institutional and political landscape in synergy with the GA&P EMEA teams
- Contributes to providing a systemic vision of health and drug issues
- Prepares and ensures presentations on priority themes of the subsidiary that are delegated to him to the leadership team

CONNECT - Ensuring the information and cohesion of internal teams
- Is a strategic partner of the CVT teams: it builds and deploys the external engagement plan to support market access issues and contributes to the preparation of new launches
- Proactively stays informed of the objectives and strategies of the France and Europe subsidiary in order to assess the impact on J&J IM France of legislative, executive and regulatory activities in France.
- Proactively contributes to ensuring Janssen's 'One Voice' (messages, positions) through the coordination of all the departments involved and in particular through the drafting and coordination of position papers (HEMAR/Aff Gouv/Legal/Regulatory)
