The International Energy Agency (IEA) is an intergovernmental organisation with 31 member countries committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the OECD and the IEA seek opportunities to work with an increasing number of non-member countries of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability.
As a core component of its mandate, the IEA collects a broad portfolio of energy statistics to monitor developments in the energy sector and to provide to its members and beyond a sound basis for policy recommendations. To support secure energy transitions, the IEA seeks a Energy Data Lead to co-ordinate workstreams within the Energy Data Centre (EDC), with a focus on improving quality and enhancing geographical coverage of IEA data on fuel energy statistics and balances.
The post holder will be responsible for designing and implementing the workplan, including existing deliverables and also innovative elements and analytical methods to strengthen and complement traditional data collection; while also working to enhance the capability of countries to produce better data. The post holder will report to the Head of the Annual Energy Statistics Section, collaborating with other groups as required.
**Main Responsibilities**
- Provide support to the Head of Section and the Chief Statistician across energy statistics for all fuels. Responsible for the generation of energy balances based on fuels data, and/or of an annual questionnaire for one of the fuels (oil, gas, electricity, coal, renewables, hydrogen), as necessary. Demonstrate broad understanding of other energy data areas, such as emissions, energy efficiency, energy prices, energy security.
- Contribute to the design and deliver the workplan of data releases in the area of core energy statistics and balances, including preparation of appropriate metadata. Manage the inputs from EDC energy data managers and consultants, where necessary.
- Develop and maintain an environment conducive to teamwork, innovation and open communication.
- Contribute to and enable the production of data and statistics as well as the development of advanced analytical models in the field of data and statistics in order to support related analysis. This includes the collection, processing, dissemination and management of data and information based on governance and legal requirements.
- Contribute to and enable continuous improvement of methods to ensure data quality and international comparability.
- Contribute to and enable the development and implementation of robust methods for the estimation of missing values if and when necessary.
- Contribute to development of methodologies for estimations of indicators and metrics to support tracking of energy market developments globally, with particular focus on non-Member countries that may not have adequate capacity to generate such data.
- Contribute to and enable the identification of new data sources (e.g. commercial, administrative, etc.) and collection methods (e.g. web-scraping) to track relevant areas of national and global energy systems.
- Maintain appropriate documentation on data series, draft methodological and technical notes on statistics for various releases and publications.
- Organise, oversee and deliver training on energy statistics as required, whether through EDC’s core training programmes, or through thematic workshops and seminars etc.
- Aim to ensure that energy data and indicators are enhanced across all regions, with particular focus on non-Member countries; co-operate with counterparts in priority countries, so that their data is strengthened and support their inputs to the IEA’s work programme.
- Explore innovative methods to both modernise and increase the robustness of energy data and indicators derived from conventional data collection methods
