For an assignment with our client, a major player in the field of maritime works and oil & gas, we are looking for a Project Procurement Manager.

**Responsibilities**:
**Strategy**:

- Defines and implements, with the support of the project manager, the general and specific purchase and subcontracting conditions and annexes.
- Ensure purchase orders and subcontracts are compliant and up to date with contract
- requirements (HSE/RISK, QA/QC and schedule) and technical requests. Ensures the integration of administrative, insurance, legal, contractual and corporate requirements into purchase orders/subcontracts.
- Define project procurement strategy and organization, establish project procurement flow charts, staffing plan, and staff roles and responsibilities with support from the departmental supply chain manager.
- Establishes project procurement management system by issuing/updating procedures.

**Management**:
Supervision, daily animation of the Procurement team dedicated to the project, definition of objectives, organization of regular debriefing in order to be constantly updated on progress.

Directs, coordinates and oversees project related procurement, subcontracting, shipping, inspection and transit activities for both incorporated and unincorporated goods and services.

Management of associated teams: Ensure constant interface, coordination and reporting of the procurement function with the project management, engineering, manufacturing, logistics and construction functions.

**Operational**:
Take charge of the start of procurement activities of future projects and staffing.

Collect information/events that may generate delays, propose solutions, submit the necessary arbitrations to his hierarchy.

Collect the dataset (purchases, inspection schedule, physical progress, delivery status) and prepare the summary for the project (weekly and monthly reports) highlighting and/or adapting existing tools (EDM, GMP, etc.).

Support the project control function to develop the detailed overall procurement schedule by highlighting key deliverables, long lead items, transportation time. Support the definition of criteria to measure the progress of procurement activities.

Update and monitor project procurement plan, material status report and transportation tracking system. Identify sensitive points, propose solutions, call on the hierarchy if necessary.

**Supplier relationship**:
Evaluate the list of project suppliers by identifying critical suppliers/subcontractors and key dates to follow in order to ensure timely on-site material deliveries for both incorporated and non-incorporated materials, and for outsourcing services. Negotiates with the Client any modification/addition.

Value the alternatives suggested by suppliers playing an intermediary role between the project engineering manager and the supplier.

**Contract**:
Establish and/or validate all procurement procedures on project, ensuring that the conditions are included and comply with the requirements of the Contract.

Review all orders and contracts, provide advice and expertise to the team.

Organize filing and archiving of procurement documents in accordance with departmental procedures and produce final project close-out report.

**Budget**:
Require, obtain, consolidate and monitor commitments on the procurement budget allocated by the Project Manager.

Consolidate the hours budgets allocated by the Project Manager for the execution of procurement activities.

Report any deviations from the project schedule, cost and quality to the Project Management Team (PMT) and propose corrective or mitigation measures to be implemented.

Update and monitor project procurement budget.

**Reports**:
Supports the preparation of reports to the Client.

Ensure that client representatives receive effective reporting on procurement issues.

**Schedule**:
Participate in the issuance of the general planning and that of the purchasing, expediting/inspection and logistics activities.

Is responsible for the planning of procurement activities including incorporable purchasing activities, reminders, inspection and logistics.

Ensures the daily coordination of procurement activities with engineering, planning, site.

**Quality**:
Agrees with and implements the Quality department of acceleration, inspection and test programs for each supply.

Assess project risks for its relevant part, participate in managing risks and opportunities for procurement concerns.

About you:

- Master’s degree in engineering or equivalent, with at least 10 years of experience in procurement and subcontracting in an international context, on offshore construction projects.
- Proficient in written and spoken English and French
- General technical knowledge of offshore/maritime works
