Deputy Health

The Deputy Health & Safety (H&S) Manager will support and assist the Health and Safety Manager and the Health & Safety Department in the EPC Offshore Wind St. Brieuc Project. The job holder supports the team both at the Paris office and offshore site including onshore roles which are managed by a Health & Safety Site Lead.

The Deputy H&S Manager assures that Iberdrola H&S Standards are implemented on project level in developing an offshore wind EPC oriented Safety Management System defined by the Offshore H | S | Q Business Office to satisfy ISO 45001 requirements.

Initially the individual will assist, at local level in the Paris office, in maintaining the H&S management system during the pre-construction phase. As the project gets nearer to construction, the role will focus on implementing the H&S management controls at the site.

The appointed person will report into the Project’s Health and Safety Manager and Director, and will be responsible for the delivery of an appropriate health and safety structure as identified and agreed by the requirements stemming from Iberdrola Offshore H|S|Q Business Office and project’s team.

The overall aim is to achieve a quality and process performance levels working in partnership with employees, contractors, stakeholders and members of the public.

**_ ACCOUNTABILITY STATEMENTS_**:
The job holder will be required to:

- Develop and maintain the project’s Health & Safety Plan (PGCSPS-Plan Général de Coordination pour la Sécurité et la Protection de la Santé) in relation with the contracted CSPS (Coordinateur pour la Sécurité et la Protection de la Santé)
- Implementation of a procedural HSE Plan for the offshore site including site set up, OSS set up and general onshore works including all necessary drills and exercises to be conducted.
- Aid in setting up an ‘audit program’ so that (sub-) contractors are audited, selected and qualified against industry best practice, legal and quality requirements, including on effective and documented follow-up actions
- Project documentation to be kept up-to-date and in compliance with Iberdrola documentation & record keeping requirements and defined by Offshore H|S|Q Business Office

**_SKILLS & KNOWLEDGE_**:
**KNOWLEDGE & METHODOLOGIES**
- Must be able to understand the logics of database system
- In-depth knowledge of Safety Management Systems
- Advanced knowledge of (engineering) safety methodologies relevant for the works
- Has sound knowledge in producing and driving procedural documents
- Reporting towards directors and on-site level must be understood to reach the right audience
- Must have a good understanding or desire for European, French and harmonized Health & Safety (legislative) requirements
- ISO 45001 and 9001 knowledge desirable

**ENGINEERING & TECHNOLOGY**
- Basic understanding of Wind Turbine Generators and Substations
- Must be able to read and comprehend technical/ technology aspects such as systems, drawings, machinery and work equipment
- Understanding of Offshore EPC
- Understanding of offshore logistics and construction would be beneficial but not essential
- Work and understand Microsoft Office Package (complete) on advanced level

**ORGANISATION**
- Has a good understanding of a project organization and setting up a Health & Safety organization within the project which provides a service oriented approach towards the project
- Basic understanding among the difference of corporate, construction and operations

**LANGUAGE**
- French speaking capabilities are essential as the legal health & safety aspects are handled in this language
