**Your Team**
The team within which you will work, the Governmental Committee Unit within the Department of Social Rights, Directorate General Human Rights and Rule of Law, supports the Governmental Committee (GC) of the European Social Charter and the European Code of Social Security in carrying out its tasks. These include facilitating and supporting action designed to improve the Charter system and the implementation of social rights across Europe, including in the framework of the reform process. The team prepares meetings and follow-up activities in close cooperation with the State representatives and social partners, facilitating the follow-up to the European Committee of Social Rights (ECSR) conclusions and the Committee of Ministers’ decisions on the Charter system.
**Your Role**
As a Policy Advisor, you will:
- contribute to preparing the follow-up by the Governmental Committee to European Committee of Social Rights (ECSR) conclusions and to the implementation of the decisions of the Committee of Ministers regarding the reform of the Charter system;
- draft proposals for country-specific and general recommendations for adoption by the Committee of Ministers, as part of the GC follow-up to conclusions and ad hoc reviews of the ECSR;
- support the preparation of meetings of the GC, including those of its Bureau and working group(s);
- engage in dialogue with States Parties to conceive and organise activities to support drafting action plans and roadmaps aimed at aligning the national situation with the requirements of the Charter;
- as need be, assist in the preparation and organisation of the High-Level Conference on the European Social Charter to encourage further commitments by member states;
- establish and develop effective contacts and liaise with various stakeholders, including EU Commission, ILO and other relevant stakeholders working on the social agenda and raise the awareness of those entities about the Charter and the country-specific monitoring outputs under the Charter;
- organise and/or participate in meetings and other activities, including awareness raising events, capacity-building, and the dissemination of standards and best practices to promote the implementation of social rights;
- contribute to the efficient functioning of the Unit and the Department.
**Requirements to apply**
You must:
- have the support of the member State seconding you to the Council of Europe;
- hold a higher education degree or qualification equivalent to a master’s degree (**2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area**) in law, political or social sciences, international relations or a related field;
- have at least 3 years of relevant professional experience in the practice of legal or public administration functions, or public policy drafting or implementation in the fields of human rights, social rights or social policies;
- have very goog knowledge of one of the two official languages of the Council of Europe (English or French) and a good knowledge of the other (French or English);
- be a citizen of one of the member States of the Council of Europe.

- experience in the design and drafting legal and/or policy documents;
- knowledge of and understanding of the Council of Europe standards in the area of human and social rights.

- Professional and technical expertise:
- fluency in both Council of Europe languages would be a plus;
- experience of collaboration with EU and ILO;
- previous professional experience in relevant bodies or institutions at national level and/or in an international setting.
**What we offer**
This vacancy is for a secondment, ruled by Article 23 of **Committee of Ministers’ Resolution CM/Res(2012)2**. This secondment does not foresee any allowances or travel expenses from the Organisation.
This secondment should start as soon as possible.
