**Your Team**
The team within which you will work, the Co-operation Unit within the Department of Social Rights, Directorate General Human Rights and Rule of Law, is entrusted with bilateral, regional and multilateral co-operation activities with the member States on social rights and awareness-raising activities carried out with universities, professional networks, civil society, national human rights institutions, as well as liaison with International Organisations (EU, UN, ILO, etc.). It facilitates and supports action designed to improve the Charter system and the implementation of social rights across Europe, including in the framework of the reform process (conception, implementation and organisation of meetings and other activities).
**Your Role**
As a Senior Project Officer, you will:
- plan, organise, implement and follow-up capacity building, awareness raising activities in the area of social rights in accordance with the Council of Europe's procedures and with a concern for quality, efficiency, accuracy, and confidentiality;
- establish and develop effective contacts and liaises with various stakeholders, consultants, experts and other relevant actors as regards the implementation of different activities;
- develop, maintain and manage dialogue and cooperation between the Department and the organs of the Charter with International Organisations (including EU, UN, ILO, etc. ) and other relevant stakeholders working on the social rights agenda and develop the awareness of those entities about the Charter and its mechanisms;
- prepare and contribute to drafting of documents in accordance with the quality and style requirements of the Council of Europe (e.g. progress, annual, and mission reports, terms of reference for various contractual engagements, briefings, speaking notes, official speeches, relevant meeting documentation and minutes, etc.);
- monitor developments (legal, policy, institutional) in the areas of the Department’s interests and keep the management regularly informed, including on further needs and opportunities for further interventions;
- contribute to the development of new project proposals and co-operation activities;
- participate in (in-house) coordination meetings in different areas within the Department’s interests, including in country specific co-ordination meetings;
- undertake official journeys in connection with different activities;
- contribute to raising the visibility of the Depratment, the Charter and its mechanisms by drafting news items, contributing to the preparation of different communication materials, publications, etc.;
- perform any other task related to the implementation of co-operation activities as requested;
- contribute to the efficient functioning of the Unit and the Department;
- promote the Council of Europe values internally and externally.
**Requirements to apply**
You must:
- have the support of the member State seconding you to the Council of Europe;
- hold a university degree in law, political or social sciences, international relations or a related field;
- have at least 3 years of relevant professional experience acquired in public sector institutions working in relevant fields or at least 3 years of relevant professional experience in technical assistance projects focusing on the protection of human rights;
- have very good knowledge of one of the two official languages of the Council of Europe (English or French) and a good knowledge of the other (French or English);
- be a citizen of one of the member States of the Council of Europe.

- knowledge of and understanding of the Council of Europe standards in the area of human and social rights;
- knowledge of project management tools;
- knowledge of the overall political and social situation in Europe;
- Good knowledge of current ICT tools.
