Marine Projects Permits

The engineer will purchase marine services related to Permit in Principal for telecom cable installation and marine Survey services all over the world, with 3rd parties suppliers duly selected for the company Projects in relation with Project manager, legal, insurance, HSE, taxes & compliance departments, and technical competence center.
- Main scope/ categories: marine Permits (governmental permits) and terrestrial telecom cable Station
- Develop yearly sourcing strategy aligned with forecasted activities to secure project deliveries in due time in allocated budget and ensure Purchasing KPIs are reached, such as:

- Saving
- Payment Terms optimization
- Supplier availabilities aligned with forecast to secure on time services deliveries
- Quality
- HSE
- To ensure these targets are reached, proper processes will need to be driven;
- Legal contract management-T&C’s (writing, negotiation, approval, records, claim support, template evolution)
- Ensure proper make or buy strategy is in place
- Support tactical procurement sourcing strategies with RFI, RFQ, supplier portfolio optimization
- Screening of the ecosystem of suppliers to ensure competitive bidding
- 0ptimal usage of negotiation tools
- Ensure “Preferred” suppliers’ approval & utilization
- Ensure PR/PO are validated prior to any work starts
- Ensure Supplier Risk Assessment (SRA), Supplier Business Review (SBR), Score Card are being performed and used
- Ensure HSE Suppliers qualification and compliance with local legal rules
- Ensure proper Supplier training is being performed if required
- Manage supplier mitigation
- Capability to support cross projects between different teams
- Change management capability.
- Very good oral and written communication
- Good Knowledge on Microsoft Office 365 including Excel, and SAP
- Ability to Multitask on multiple projects.
- Screening of the ecosystem of suppliers to ensure competitive bidding.
- 0ptimal usage of negotiation tools
- Ensure “Preferred” suppliers’ approval & utilization.
- Ensure PR/PO are validated prior to any work starts.

- Language - French and English fluent
