- This position is financed by a third-party, external to the Organization with funding provided by the donor. Although there is a commitment from the donor, the appointment may be terminated prior to indicate official end date of project, should the external funding for this position no longer be available. This position also carries, in principle, no expectation of renewal. Any potential subsequent extension will be subject to the terms of the Organization's Staff Manual, to satisfactory performance and to availability of funds.
Tests/interviews in connection to this selection procedure will take place approximately 3 weeks after the deadline for applications. Applicants are kindly requested to plan their availability during this period accordingly, in case they are short-listed.
Selected candidates will be expected to report for duty approximately two to three months after receiving an offer of employment at the latest.
This selection exercise may be used to generate a reserve list of suitable candidates that may be used to address Organization's similar staffing needs in the future.
SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST
Within the Executive Directorate for Police Services (EDPS)/Organized and Emerging Crime (OEC) Directorate, the implementation of the Crimes Against Children (CAC) programme strongly relies on the capacity to develop new Partnerships and externally funded Projects to sustain, develop and enhance the support provided to INTERPOL Member Countries in fighting child sexual abuse. The Project Development Officer will be dedicated to defining and executing a sustainability strategy, designing and writing concept notes, project proposals and grant requests.
PRINCIPAL DUTIES AND ACTIVITIES
Under the supervision of Programme Manager or Head of Unit, the incumbent official will propose and implement fundraising actions, for the development and sustainability of the CAC programme.
DUTY 1/Mission 1
- Continuously assess development possibilities and proactively prepare concept notes and project proposals supporting the delivery of the CAC programme
- Lead to respond to calls for tender and any other identified funding opportunities.
- Lead the design, drafting, submission and review of all grant requests and project proposals.
- Follow the internal processes, in consultation with the relevant key stakeholders.
- Liaise and manage involvement of potential implementing partners participating in the project.
- Submit grant requests or project proposals to sponsors, as per their constraints and requirements.
- Ensure the systematic compliance with INTERPOL policy and procedures.
DUTY 2/Mission 2
- By having a perfect understanding of the ambitions of the CAC programme, develop, maintain and implement a resource mobilization and sustainability strategy for the programme in alignment with INTERPOL's Fundraising framework.
- Proactively identify the long-term funding objectives, monitor progress and issue reports on progress, create and maintain dashboards allowing to track both external and internal resources secured or to be found.
DUTY 3/Mission 3
- Working in coordination with the Donor Relation Management unit, identify new and monitor any potential sponsorship opportunities to support the CAC programme.
- Research & compile a database of prospective sponsors.
- Prepare external communication ("case for support", newsletter, one page)
- Advice his/her hierarchy to maintain and develop relationships with donors or partners. Promote trust and transparency through this engagement.
- Design and organize donors' engagement events.
DUTY 4/Mission 4
Perform any other duties as required by the hierarchy.
QUALIFICATIONS, COMPETENCIES AND SKILLS
EDUCATION AND QUALIFICATION REQUIRED
- Three to four years' education at a University or specialized higher education establishment in the field of criminal Justice, political science, international relations or related disciplines.
- Proven track record attending a training on project design or initiation
- A Master's degree would be an asset.
- Certification in the field of project management, e.g. PRINCE 2 practitioner level or PMP certification, would be a strong asset.
EXPERIENCE REQUIRED
- At least three years' experience in project management and development in the context of law enforcement, crime-related issues, Justice, humanitarian interventions, contemporary international security threats, or closely related areas.
- Proven track record in resources mobilization.
- Experience working in an international environment.
- Understanding of current global issues related to child sexual abuse.
LANGUAGES
- Proficiency in English (written and oral) is required.
- Proficiency in other official INTERPOL language (Arabic, French or Spanish) would be an asset.
