HSE Advisor – Offshore Wind (Onshore) Ouistreham / Caen, France Freelance – Full-time (5 days/week on-site) Start: February 2026 | End: December 2027Role SummaryUnder the responsibility of the Project HSE Manager, the HSE Advisor will lead and support all Health, Safety & Environment (HSE) activities related to the EODC construction scope, including CTV and Guard Vessel operations, foundation preservation, and offshore/onshore construction works.The role also includes HSE back-up support to the O&M HSE Manager for activities at the O&M Base in Ouistreham and on the Offshore Substation (OSS).The position is full-time and based at the O&M / Construction base, with regular interface across construction, commissioning, and O&M teams.Key ResponsibilitiesAct as HSE focal point for port, offshore/onshore construction activities, OSS, and O&M BaseDevelop, implement, and maintain project HSE procedures, PDP, RAMS, and risk assessmentsManage and oversee the Permit to Work (PTW) system (Vissim), including coordination and back-up coverageReview contractor HSE documentation (RAMS, HAZID, PPSPS, procedures)Conduct HSE inspections and audits (vessels, offshore sites, ports, OSS, bases)Support Construction, BOP, and Commissioning teams with HSE expertiseParticipate in daily SIMOPS calls and weekly/monthly project HSE meetingsLead and monitor incident reporting and investigations (Intelex), ensuring closure of corrective actionsTrack contractor HSE performance and KPIsCoordinate HSE inductions, toolbox talks, and safety campaignsManage HSE equipment (rescue kits, gas detectors, confined space equipment)Lead and participate in emergency drills (CTV, FOU, OSS, port and base activities)Required ProfileBachelor's or Master's degree in HSE, Engineering, or related fieldMinimum 5 years' experience in HSE roles, ideally in offshore wind, construction, or oil & gasStrong knowledge of HSE regulations and standards (ISO 45001, OSHA, OHSAS)Proven experience with Permit to Work systems, risk assessments, and incident investigationsExperience using Intelex, Vissim, or similar HSE toolsFluent English and French (written and spoken)Autonomous, structured, and comfortable operating in a high-intensity project environmentNEBOSH / IOSH or equivalent certification strongly preferredOffshore wind experience is a strong advantageConditionsFull-time freelance assignmentOn-site position based in Ouistreham / CaenRegular travel to offshore and onshore sites (Cherbourg, Le Havre, OSS)Contract aligned with offshore wind construction and O&M phases until December 2027
