** It's expected that the candidate will be available 8 hours during standard business hours, 8am - 6 pm M-F, East coast time.
**Preference will be given to candidates living in North Carolina

Job Description:
  • This position will be serving as the product manager for electronic certified payroll for the construction team, as it relates to our software.
  • This position is responsible for delivering business and system requirements, understanding data flow requirements between our major systems, performing some application configuration (using XML), developing tasks and schedules for delivery, and training to support delivery of the AASHTOWare Project's Civil Rights and Labor (AWP CRL) module to the construction unit at NCDOT.
  • This individual will set goals by identifying requirements, use cases and tests, estimate hours required for business analysis and task completion, and ensure clear communication regarding components to be delivered to the business.
  • Communication with the IT team will include creation of backlog items and daily meetings in an agile environment.
  • This position is responsible for working with other analysts to break down the design into milestones and work items, tracking status, managing communication and dependencies both to the technical team, and to the business customer.
  • This individual will also coordinate test validation and rollout for functional components, ensuring customers are informed & trained with sufficient help & training materials.
  • The individual must be knowledgeable and experienced with business analysis, agile project management, product management, stakeholder management, and the system development life cycle.
  • Our preferences are for familiarity with AWP, Azure DevOps, construction processes in a state level Department of Transportation (DOT), and certified payroll and compliance processes.
  • This individual will work directly for the NCDIT-Transportation Letting and Compliance Systems (LCS) manager.
  • It is critical this position be filled as soon as possible in order for the LCS IT team to maintain the current level of support for these applications.
  • Examples of daily work include:
  • Translate business requirements into system requirements, and design AWP CRL deliverables as required to support the re-engineered business processes
  • Consult with clients to prototype, refine, test, and debug applications and processes to meet needs
  • Analyze and estimate feasibility and compatibility with other applications and projects
  • Analyze, define, and document requirements for data, workflow and business processes
  • Analyze, define, and document requirements for interfaces between systems
  • Provide support for new processes during implementation
  • Provide operational support for clients to support their business processes
  • Provide coordination with other project team members as needed
  • Provide quality control for program and project deliverables
  • Make XML programmatic changes as needed to the UI, and some reports.
  • Perform SQL queries against the database as required to assist in analysis/troubleshooting.
  • Coordinate with clients and other technical team members to re-engineer business processes, as needed
  • Assist with developing and delivering training materials for changed business processes and IT applications
  • Provide knowledge transfer to DOT trainers who will be responsible for long term training delivery

Skills:
  • Excellent Written and verbal communication - ability to readily translate business requirements into technical terms and vice versa
  • Understanding of solutions development methodologies and knowledge of systems and industry requirements
  • Knowledge of IT technologies, architecture, infrastructure, and data center operations
  • Proven experience evaluating, reengineering and clearly documenting business processes. Proactive approach to resolving business issues
  • Ability to research and find facts as it relates to business requirements and solution development.
  • Proficiency in SQL skills - for querying databases and understanding data flow between systems
  • Gather user requirements, document business rules, workflows and business processes, create test plans, provide production support and assist the team
  • Excellent organizational and presentation skills
  • Working knowledge of application development lifecycle
  • Experience with Azure DevOps
  • Working knowledge of NCDOT Construction business processes, especially Certified Payroll and compliance
  • Experience with AASHTOWare Project (AWP), especially the CRL module
  • Experience with designing application test suites
  • Prior project management experience
