As part of its strategy, URCA is implementing a new organisation to support all members of the URCA community in the development and funding of their projects, particularly European ones.

The university is looking to recruit a Strategy, Lobbying and Evaluation Officer (M/F) for its new Project Engineering Department (DIP).

Mission

Reporting directly to the Director, his/her role will be to help develop URCA's expertise and visibility within European programmes.

The principal tasks will be as follows:

  • Analyse data relating to European programmes and projects;

  • Identify the most appropriate measures for the organisation's strategy and targeting strategic European partnerships;

  • Draft and update the European funding strategy for each project on an annual basis;

  • Contribute to lobbying actions and dedicated tools;

  • Project assessment: set up and implement an internal assessment process for projects that have been implemented, awarded or rejected, and proposing tools and relevant indicators for monitoring the Support Department's activities;

  • Quality approach: in collaboration with the establishment's Management Support Unit, propose a quality approach and provide a link with the establishment's accreditations;

  • Provide input for the activity management tools set up by the department.

 

This position has been created thanks to the support of France 2030 as part of the DIVRESCA project, awarded in response to the call for projects entitled "Accelerating the development strategies of higher education and research establishments".

Specific working conditions

  • Occasional travel in France and Europe

  • Periodic peaks in activity following European calls for projects

Profil

Profile required

You have a master's degree in the field of European and international relations, with a first solid experience recommended.

You are familiar with the European institutions and the main European and international funding programmes, and have a good understanding of the legal, administrative and financial mechanisms involved in the development of European and international projects.

You have knowledge and/or experience of implementing and driving a quality approach.

You have a good understanding of the legal and financial framework of a higher education institution and of public law, contract law and public finance.

Professional English is a requirement.

You are able to lead and manage projects and prepare a budget.

You must have a solid understanding of information systems and office software.

You have an analytical approach that enables you to prepare documents including reports and summaries, and the ability to communicate effectively at professional events such as meetings, training courses and oral presentations.

You have excellent interpersonal skills and a sense of diplomacy. You are comfortable working in new and varied work environments.
