Purpose

As the Vacuum Vessel Bevel Repair (VVBR) Contract Manager, you will lead the follow up of the contract concerning the repair of several Vacuum Vessel Sectors present in Cadarache. You will work in the Tokamak Machine program, in the vacuum vessel project and under the responsibility of the Vacuum Vessel Project Leader.

The main objective is the daily follow up of the contracts for VV Sectors bevel repair, with particular emphasis on the management and coordination of all the necessary activities ensuring the timely (according to schedule) and successful (according to the technical requirements and within budget) completion of the VVBR Contracts.

Background

The Tokamak Program, under the leadership of the ITER Construction Project Head shall be responsible for ensuring the delivery of Tokamak Components to be assembled by the Machine Assembly Program.

The Tokamak Program covers the delivery of all Sectors as well as Thermal Shields and Magnets for Machine Assembly. The Tokamak Program has to assure all engineering activities support to validate the proposal for moving VV out of PED Directive and ESPN Rules and validate the new approach in Machine Assembly.

The Tokamak Program works in close cooperation with the other Programs and Domestic Agencies within the ITER Project Team, interfacing with its scope of activities, in order to ensure compliance with requirements and interfaces.

Key Duties, Scope, and Level of Accountability

• Ensures surveillance on the Industrial Partners and the VVBR team activities with the aim to deliver timely and successful completion of the contract;
• Supports, together with the VV team, the Industrial Partners activities by helping in the risk management evaluations aimed to anticipate and solve risk at the early stage of the contracts;
• Validates and assures finalization of the working plan of the contracts, helping the supplier to find the best organization of work and support to deal with any interface associated to the working site;
• Promotes and facilitates an efficient flow of communication, and rigorous but pragmatic process for the documentation review and release of the hold points;
• Manages regular weekly progress meetings with the Industrial Partners in order to identify actual progress vs schedule and help identifying solutions / mitigation actions to recover potential delays;
• Escalates issues to the program manager as soon as risk of delay, possible technical issues, and industrial partners or team performance arise in order to master issues at an early stage;
• Performs regular risk management of the contract with timely identifications of risk mitigations when needed;
• Promotes within the team open communication, a strong discipline and a rigorous approach on quality and sensitivity to schedule and costs.
• Ensures smooth and efficient relationships within the Project team as well as with the other interfacing Programs and DAs Staff;
• May be requested to perform other duties in support of the project;
• May be required to work outside ITER Organization reference working hours, including nights, weekends and public holidays.

Measures of Effectiveness

• Successfully manages the contract with a high degree of efficiency, cost-effectiveness and accuracy;
• Manages the preparation and execution of the Contracts phases on-time, within the budget and according to specifications with respect to quality and safety standards;
• Meets deadlines, escalates issues and proposes solutions to line management within defined schedule;
• Generates and maintains accurate, updated information and reports;
• Manages the resources including budgeting and cost control.
• Ensures excellent communication, working relationships and cross–optimization and synergies between IO team and the Industrial Partner.

Experience & Profile

• Professional Experience:
  • Minimum 10 years of experience in managing manufacturing contracts and/or industrial manufacturing activities within complex international environments or projects.
• Education:
  • Masters’ degree in Mechanical Engineering integrated with Business Administration qualification;
  • The required education degree may be substituted by extensive professional experience involving similar work responsibilities and/or additional training certificates in relevant domains.
• Language requirements:
  • English (working knowledge).
• Technical competencies and demonstrated experience in:
  • Contract, and procurement, management and execution: define needs and requirements, perform sourcing activities, and manage delivery including managing external parties to ensure implementation according to contractual agreements;
  • Project management: planning, measuring progress, managing risks and costs, and reporting on progress to manage programs or initiatives within the constraints of human and financial constraints;
  • Technical understanding of aspects of large mechanical components;
  • Interface management: identify, maintain, and / or resolve technical and functional interfaces to reach Project goals;
  • Management of claims for complex construction projects;
  • Complex distribution of manufacturing activities, namely combination of parallel activities in different working premises, bottle necks and critical paths;
  • Managing crises or major problems in manufacturing projects involving multiple stakeholders;
  • Inclusive leadership (maintaining healthy working environment), with a high level of headship for motivating staff and suppliers;
  • Problem solving: manage crises, resolves conflicts, propose, drive corrective actions and gain approval from top management;
  • Experience in fusion/fission nuclear plant construction / installation processes and commissioning.

• For staff expected to perform on-call, shift hours, or other work outside ITER Organization reference working hours, including nights, weekends, and public holidays, the possession of a driving license valid in France is required. No commuting vehicle will be provided by the ITER Organization.
