The result of services is to support the Mitigation Branch by providing strategic and technical support to UNEP on accelerating efforts to expand sustainable, efficient, climate-friendly cold-chain in India and globally. This will include development of a strategy and support for the design and expansion of UNEP’s Cold Chain support program in India at national and state level and partner engagement; Expert guidance to activities being implemented related to cold chain planning, policy and institutional structures in selected states in India; Structuring of appropriate capacity building program for relevant stakeholders; Strategic inputs on modelling assessments and recommendations for cold chain for Global South countries; Strategic and technical inputs for development of a multi-country financing and technical assistance facility for cold chain.

Duties and Responsibilities

A senior cold chain advisor is needed to perform tasks of a technical, organizational and analytical nature, as part of the Cities Unit of the Mitigation Branch, Climate Change Division, United Nations Environment Programme (UNEP). Specifically, a consultant is needed to technically support UNEP projects in India and globally on scaling-up sustainable cold chain in India under the framework of the Cool Coalition. The position will require significant liaison with UNEP Asia-Pacific Office and UNEP Paris office. The Cool Coalition is a global multi-stakeholder network that connects a wide range of key actors from government, cities, international organizations, businesses, finance, academia, and civil society groups to facilitate knowledge exchange, advocacy, and joint action towards a rapid global transition to efficient and climate-friendly cooling and heat resilience. The Secretariat of the Cool Coalition is based in UNEP. The senior advisor will provide expert strategic advice and technical support to UNEP’s activities on cold chain in India and other countries as required. This will include support in strategy development, technical and strategic inputs and recommendations to implementation activities, capacity building, and support in fundraising and finance facility design. The consultant will help ensure that UNEP’s activities are well-aligned internally and with Cool Coalition partners.




Qualifications/special skills

The advisor should have Post Graduate/Graduate qualifications in disciplines related to agriculture, logistics, cold-chain. A minimum of twenty-five years professional experience in industry in relevant field of work, preferably with at least 10 years multi-functional experience with a focus on cold-chain and good understanding of related policies. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.




Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required.

Specific knowledge: Has expert knowledge on cold-chain, logistics, agriculture and sustainability in India and Vietnam including institutional structures, policy and regulatory frameworks and processes, diverse role of stakeholders in cold-chain, and project development processes.
