From improving economic performance and creating jobs to fostering strong education and fighting international tax evasion, we provide a unique forum and knowledge hub for data and analysis, exchange of experiences, best-practice sharing, and advice on public policies and international standard-setting.
The OECDEnvironment Directorate(ENV) in line with the strategic objectives of the Secretary-General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient, resilient and low-carbon development pathways.
We are looking for several Research and Data Officers to work with the Environmental Performance and Information (EPI) Division to support its work on the Inclusive Forum on Climate Mitigation Approaches (IFCMA).
The implementation of Module 1, at scale, will require an extensive, detailed, and continuous data collection effort at the country level.
It will also require a coherent process for the verification and validation of data.The selected candidate(s) will assist the ENV/EPI team in the collection, treatment and documentation of data on climate policy, in the management and updating of the associated databases, and in building an IFCMA policy data infrastructure.
She or he will be part of a team of analysts, statisticians, data scientists, and will work under the supervision of a senior economist and the Head of Division.
Contribute to the Division's data collection efforts on environmental and climate policies. Assist in management of the relevant databases of structured and harmonized policy data (e.g.Assist in the checking of data for completeness, plausibility and consistency with definitions used.
Liaise with data providers to resolve data anomalies and definitional issues, ensure best use and interpretation of the available data.
Create and maintain documentation (metadata) on the data sources and the methods by which input data have been processed.Collaborate across teams towards enhancing the OECD data infrastructure to meet the IFCMA standards.
Contribute to the production, updating and nowcasting of selected data series and indicators, in collaboration with other team members.
Assist in the further development of the OECD Climate Action Policy Measurement Framework (CAPMF), which is a key contribution to the IFCMA, by capturing a wide range of climate instruments and regulations, identifying suitable policy microdata and building an infrastructure to ensure regular updates of the indicator in the future.
Contribute to the development of tools and products to disseminate data, indicators and analytical results (OECDData Explorer,Environment at a Glance,PINE data viz platform,IPAC Dashboard, etc).
Proven experience in quantitative data analysis of environmental, climate or related sectoral policies.Experience in data treatment, interpretation and use, in developing graphical representations of the data, and in the preparation of statistical documents and reports.
Familiarity with data related to climate and the environment is required.Good knowledge of environmental and climate policies in countries and at the international level would be an advantage.
Proficiency in scripting or data analysis languages (e.g. Python, R, or similar) is required. Knowledge of statistical software (e.g. Familiarity with development good-practices (well-structured, modular code) and version control tools (e.g. git) would be an advantage.
Ability to work independently and to adapt to new analytical techniques.
Experience with data visualization and creativity in summarising complex datasets to communicate key messages to different audiences (e.g. experts and non-experts).
Fluency in one of the two OECD official languages (English and French) and a working knowledge of, or willingness to learn, the other.
