Organizational context: The United Nations Environment Programme (UNEP) is the leading global environmental authority. Within its mandate, UNEP supports member states in integrating climate and environmental issues into their economic and budgetary planning. The NDC Act & Invest project aims to assist developing countries in formulating ambitious, achievable, and investable Nationally Determined Contributions (NDCs) aligned with the Paris Agreement.
Job purpose: This role focuses on operationalizing Morocco's NDC 3.0 for the agriculture, forest, and water sectors. The objective is to develop operational sectoral investment plans and portfolios of bankable projects. These will be aligned with the common NDC 3.0 logical framework, enabling harmonized prioritization and costing of measures. The goal is to create a portfolio of 2-3 priority projects per sector, sufficiently mature for presentation to financing mechanisms, and to develop a cross-sectoral financial mobilization plan in coordination with national and international partners.
Responsibilities
The primary responsibility is to operationalize Morocco's NDC 3.0 for the agriculture sector, transforming measures and projects into sectoral investment plans and investable project portfolios. This involves leading the technical aspects of a multi-sectoral mission, including methodological framing, critical review, and quality control of expert contributions. The role requires synthesizing complex technical and financial information into actionable products, facilitating consensus among diverse stakeholders, and ensuring alignment with national strategies like 'Génération Green 2020-2030'. Key tasks include developing a common methodological framework, selecting priority projects based on defined criteria, and articulating deliverables such as pre-investment sheets, sectoral investment plans, and financial mobilization plans.
Education
A Master's degree or equivalent in a relevant field such as environmental science, economics, finance, or agricultural sciences is typically required. Specific certifications related to climate finance or project management may be advantageous.
Work experience
Significant experience in climate change adaptation and mitigation, particularly within the agricultural sector, is essential. Proven experience in developing climate investment plans, structuring bankable projects, and engaging with international climate finance mechanisms is required. Experience in policy alignment and strategic planning at the national level is also necessary.
Skills
Expertise in climate finance mechanisms, project structuring, and investment planning. Strong analytical, strategic writing, communication, negotiation, and facilitation skills. Ability to lead multi-stakeholder processes and build consensus. Familiarity with MRV requirements for NDCs and co-benefits assessment in agriculture. Proficiency in MS Office Suite, especially Excel.
